A writer in tbe Oregon City Enter- ansa naa me following timet j re an ark i to make oa the subject of road building: "As to the system that should "be adopted there are as many ideas as then are people. If the people are in earn eat in this mttter it will soon take tangible form. Now what is the beet form? That question is hard to answer. I think the first thing to be done is for the court to appoint competent engineer. Then belore one cent is expeuded opoa any road io the county toward a permanent ini provement the engineer should -' mine tbe placee of proposed improTi agent and pat the road on the best route for cheapness in construction ad where practical shorten them. Set the trade stakee and have the erork brought to a proper grade, and compel the work to be made straight, Mt snake fashion. - " The first thing after locating is to see that proper drsinsge can be bad, in fact must be bad, to make a good toad. It it becomes necessary in order to get a good grade to re-locate the road and putting it on an enure new ground, let that be done. The ronoty court should not expend one rat upon a road nntil it is shown that it is in tbe proper place. This thing of improving a road and in a few rears find that is not where it should be, ought to be abandoned at once. Remember that we are going now to enter opoa a erstem, if carried out. that will be roads for au time. Tbe engineer should have the over eight of tbe whole system, he having competent foremen under him to super vise and keep the work moving. When the engineer sees that the work is not feeing don according to plans he bould see to it that more competent men are placed in charge. The county court should bold the engineer . to a strict account for all work done on permanent improvements of roads. AU reports to be made to bim and be to tbe court. - "As to the material that should be used after tbe grading is properly dons, is a question. Of course every body will admit that macadam prop erly done is tbe most substantial of all; but unless properly done ie a nut aanoe. If proserly done it will be a road for all time and will probably be a smooth road. Plank makes a good road for a fsw years, and it might be best to use it in some localities for a time, with the understanding that eventually macadam would succeed tbe plank. Of course my idea of tbe cheapest way to get the most work done for tbe money expended, would be for the engineer to be authorised to let all the work out by cootrac t to the lowest bidder, first throwing this safeguard ground the letting of the contract and tbe laborers, that all should be bona fide resident of the county. No outsider allowed to bid on a contract and no outsider be permit ted to work on said contract work. "How shall ths funds be procured to do the required work? As' tbe present state constitution stands, there is only one alternative; that is, by tax ation. Herd we enter upon ground that is standing' about all tbe burdens that can be borne. Taxes ought to be reduced ; if so, no more road work can be done. This is an evident fact. Can the people stand any advance? Last year we bad two mills. If we bad four mills this year it would do, or ought to do, more than twice the monsi &&t was does last year. Also, the county court should make a ley exclusively for bridge work alone, segregating that from tbe general fund : and when there i a surplus of the bridge fund let it be transferred to the road fund. "1 think the county court thoold adopt some plan whereby repairs hould be made on ro.ida where they are moat impassable. In many locali tire there has been nothing done in that line for two years or nvire. 8urh ahould einiply be reparied for the pree ent." ' Ths state legislature convenes next Monday at Salem. The session prom ises to-b an interesting one in many particul'ire, though it would be h rd to forecast one single act that may be accomplished. Indeed there are a great many laws that ought to be enacted or amended and no doubt will be, but in just what shape cannot be guessed. Certainly there will not be much ao eompliahal nntil the senatorial contest is over, and should there be a stubborn fight the state will be tbe loeer. Leg islators should go to the capital wih their minds made up, cast tbe votes, and then proceed to business in a bus ness way. To Columbia county the road question ie very important The mode and time for tbe collection of tales should not be overlooked, in fact there are a number of items that di rectly interest tbe people of this sec tion whioh our representatives are folly cognisant of and will be on tbe alert in their behalf at the proper time. Better roads -re needed, and if the theory outlined by tbe writer could be put into practice in this or any other county, the peo ple of tbe slate of Oregon would be much better off than .they are, fi nancially apeaking. No great advance can be hoped ,for in the timbered counties of this state nntil tbe road system have retched greater state of perfection, sod Ihs sooner-tbere is some system inaugurated that will meet with the ideas and finances of those counties the sooner we are going to eoior a more health v growth. A railroad track is built on the top of tbe breakwater a faat as it is finished sufficiently to lay tracks. Several times in the last few months tbey have been brought into play. and thus have demonstrated tbe wisdom of equipping tbe locomotive in tbis strange faehion. Torney, one of the best known dtisens of Portland, told a New York Son reporter, who visited that city, early lant fall, that on more than one occasion fisher men bad goue out from Astoria and sailed out to some iceburs; that was floating down from Alaska, and actually bad chopped frown fih from Its sides, which were after- wards sold in the markets. They bare a very interesting debat ing society at tbe Sanborn school bouse every Saturday evening which i a very good thing for both old and young to attend, as it will improve the minds of all. There was a Christmas tree at the 8anburn schoolhouse on Christmas eve and it was a very pleasant affair, with old Santa Clan to eoliven tbe event. Mr. and Mrs. Wilson did splen did and in fact they all did exceed ingly well.
