SSSSIBU SUGGESTIONS.
A writer in tbe Oregon City Enter-
ansa naa me following timet j re
an ark i to make oa the subject of road
building:
"As to the system that should "be
adopted there are as many ideas as
then are people. If the people are
in earn eat in this mttter it will soon
take tangible form. Now what is the
beet form? That question is hard to
answer. I think the first thing to be
done is for the court to appoint
competent engineer. Then belore
one cent is expeuded opoa any road io
the county toward a permanent ini
provement the engineer should -'
mine tbe placee of proposed improTi
agent and pat the road on the best
route for cheapness in construction
ad where practical shorten them.
Set the trade stakee and have the
erork brought to a proper grade, and
compel the work to be made straight,
Mt snake fashion. - "
The first thing after locating is to
see that proper drsinsge can be bad,
in fact must be bad, to make a good
toad. It it becomes necessary in
order to get a good grade to re-locate
the road and putting it on an enure
new ground, let that be done. The
ronoty court should not expend one
rat upon a road nntil it is shown
that it is in tbe proper place. This
thing of improving a road and in a
few rears find that is not where it
should be, ought to be abandoned at
once. Remember that we are going
now to enter opoa a erstem, if carried
out. that will be roads for au time.
Tbe engineer should have the over
eight of tbe whole system, he having
competent foremen under him to super
vise and keep the work moving. When
the engineer sees that the work is not
feeing don according to plans he
bould see to it that more competent
men are placed in charge. The
county court should bold the engineer
. to a strict account for all work done on
permanent improvements of roads.
AU reports to be made to bim and be
to tbe court.
- "As to the material that should be
used after tbe grading is properly
dons, is a question. Of course every
body will admit that macadam prop
erly done is tbe most substantial of all;
but unless properly done ie a nut
aanoe. If proserly done it will be a
road for all time and will probably be
a smooth road. Plank makes a good
road for a fsw years, and it might be
best to use it in some localities for a
time, with the understanding that
eventually macadam would succeed
tbe plank. Of course my idea of tbe
cheapest way to get the most work
done for tbe money expended, would
be for the engineer to be authorised
to let all the work out by cootrac t to
the lowest bidder, first throwing this
safeguard ground the letting of the
contract and tbe laborers, that all
should be bona fide resident of the
county. No outsider allowed to bid on
a contract and no outsider be permit
ted to work on said contract work.
"How shall ths funds be procured
to do the required work? As' tbe
present state constitution stands, there
is only one alternative; that is, by tax
ation. Herd we enter upon ground
that is standing' about all tbe burdens
that can be borne. Taxes ought to be
reduced ; if so, no more road work can
be done. This is an evident fact.
Can the people stand any advance?
Last year we bad two mills. If we
bad four mills this year it would do,
or ought to do, more than twice the
monsi &&t was does last year. Also,
the county court should make a ley
exclusively for bridge work alone,
segregating that from tbe general
fund : and when there i a surplus of
the bridge fund let it be transferred to
the road fund.
"1 think the county court thoold
adopt some plan whereby repairs
hould be made on ro.ida where they
are moat impassable. In many locali
tire there has been nothing done in
that line for two years or nvire. 8urh
ahould einiply be reparied for the pree
ent." '
Ths state legislature convenes next
Monday at Salem. The session prom
ises to-b an interesting one in many
particul'ire, though it would be h rd
to forecast one single act that may be
accomplished. Indeed there are a great
many laws that ought to be enacted or
amended and no doubt will be, but in
just what shape cannot be guessed.
Certainly there will not be much ao
eompliahal nntil the senatorial contest
is over, and should there be a stubborn
fight the state will be tbe loeer. Leg
islators should go to the capital wih
their minds made up, cast tbe votes,
and then proceed to business in a bus
ness way. To Columbia county the
road question ie very important The
mode and time for tbe collection of
tales should not be overlooked, in fact
there are a number of items that di
rectly interest tbe people of this sec
tion whioh our representatives are
folly cognisant of and will be on tbe
alert in their behalf at the proper time.
Tbi Heppaer Oasette ie authority
for the statement that Btilroad Com
mies iooer L. A. Macrons, recently vis
ited that town in the interest of a
school book publishing bouse while
under pay from the stale as commis
sioner, and adde that Mr. Mac rum cer
tainly has no right to nee the state's
time for private ends. Mr. Maorum
visited 8t Hslens some time ago and
bad a conference with Superintendent
Watts, at which time be tried to in
duce Mr. Watts to vote for Brooks'
arithmetic, published by S-jwer A Co.,
of Philadelphia, and which were ueed
in this state a few years ago. Lik
the Gasett, we think tbe gentleman
might have been putting the Mate's
time to belter use, and tbe legit-tat tire
might well relieve him of hie oblige
lions to the state so that tbe bonk coti
cero could receive bis undivided time.
another column will be found
an article from tbe pen of a Clacka-
maa county road builder, which m
worthy the consideration of tbe pe
pie of this county. Better roads -re
needed, and if the theory outlined by
tbe writer could be put into practice
in this or any other county, the peo
ple of tbe slate of Oregon would be
much better off than .they are, fi
nancially apeaking. No great advance
can be hoped ,for in the timbered
counties of this state nntil tbe road
system have retched greater state
of perfection, sod Ihs sooner-tbere is
some system inaugurated that will
meet with the ideas and finances of
those counties the sooner we are going
to eoior a more health v growth. Cun. 1

SINOVbAB THINGS IN OREGON.
A lioooaaotlve With Mfe For servers
A Tree 3MOO Feet V aderarroa ad.
Out in Oregon, says the Hear York Bua
there is to be found only one place in tbe
country where a lot emotive has life pe-
servers hang upon its sides. Thfa singular
sight is to be seen at Astoria, at the mouth
of tbe Columbia river. Aa extensive sys
tem of jetties Is being constructed there.
and a breakwater fiat extends Ave miles
into the Pacific ocean b being built. AU
this is to deepen the harbor at Astoria, that
tbe largest ocean steamers may And easy
acres to tbe wharves of Oregon's chief sea
port city, and also to scours a harbor for
shipping, and ward oil tbe atouu of ths
ocean.
Thfs work of building an snormoua break
water has coat an immense aiuoant of
munev, bat its beneficial resalts are already
beginning to be seen, and there is no doubt
of its ultimata success. A railroad track is
built on the top of tbe breakwater a faat
as it is finished sufficiently to lay tracks.
Inasmuch as the workmen are far out to
sea, and there is a conntant danger that
some of tbe train's erew may fail overboard,
ft is tboagbt well to hang along the sides of
the tender of lbs locomotive half a rlocen
large lifeoerservers for Instant ase in
of accidt-nt. Several times in the last few
months tbey have been brought into play.
and thus have demonstrated tbe wisdom of
equipping tbe locomotive in tbis strange
faehion.
Thilnot the only nnnsoal s'ght that
is to be seen in the equipment of locomo
tives on the Pacifie coat. As tbe traveler
approaches Han Francis o he will notice on
tbe tenders of locomotives a reel of fire
bose A dosen or more locomotives In one
ysrd will be seen with their tenders fitted
up In this manner. It is a precaution odor
ted against fire. The locomotive is turned
inti a fire engine, and thus the safety of
roundhouse and stations and other prop
erty is tbe more enhanced, The Eai-trrn
man is surprised at tbe sight, but soon for
gets It, as locomotive after locomotive is
seen equipped in this manner.
There are more singular things In Oregon
however, than life perservers on locomo
tives. Tbe state has only Just letin to be
developed, and the citiaens tell many queer
tales of the possibilities of tbe eonntry.
James M. Torney, one of the best known
dtisens of Portland, told a New York Son
reporter, who visited that city, early lant
fall, that on more than one occasion fisher
men bad goue out from Astoria and sailed
out to some iceburs; that was floating down
from Alaska, and actually bad chopped
frown fih from Its sides, which were after-
wards sold in the markets. Tbe fish were
ft. nod to be preserved perfectly, end brought
i rd prises, the expense ot freight having
been saved
Mr. Turney told another singular story,
Illustrating tbe resources and richness of
Oregon. ' H said that a well known beaker
named Ladd, of Portland, bad occasion
not long ago to drill on his country place
in one of the ncheet valleys of tbe state,
fur water, lie sank an artesian well. He
went two thousand feet underground, and
passed through two thick layer ot stone
before he got a satisfactory supply of water.
He was aniased to find at the depth of J000
feel a tree perfectly peraerved, and has
taniplea ot the wood to prove bis ssserlious.
Mr. Turner added:
''No one has any adequate Idea of the
richness of Oregon. It ha been proved
that ehe tIMaacee both California ad
Washington in the quality of her fiuita.
We ere doing en enormous wining business
for our bills and valley, teem with gold
and e lver. Our lumbar cannot be aur
passed, and there are no more fertile val
leys in tli wo i Id than those which are
only halt known even to ourselves. Or.'
gen baa uo sup-ri ai aetata. Ths roil is
unsurparsd, and th bard times have been
t -It less in our slat than probably any
other. Our growth Is steady and bi-altliy
and w are bound to get our share of Im
migration, because there is no wore agree
able place in the world to live in than In
the stole of Oregon."
