Now (hut the city hu been to the expanse of purchasing carriage and rcae with which to protect property from fire, it ihould not be parsimo nious enough to deny property holders the Absolute protection from fire which can be had by supplying a sufficient reserve ol water with which to use the fire apparatus and successfully combat the fires which are eure to occur sooner or later. With a reserve reser voir of 50,000 gallons capacity the city will be absolutely sals at all times, no matter whether the pump is work ing or not, which it certainly will not be at all times, even if it should al ways be in working order. The Water company has made ample preparation for supplying its regular customers, but does not feel called upon to be at the extra expense of building a large reservoir and keeping it supplied with water unless it haseuf&oient encourage ment from the city. Under the con ditions of ths francise the city can use what water there is in the tank at any time, but the few thousond gal lons it contains will be of little use in Case of a bad fire, and if the pump should suffer a break down at a critical moment, which is not only possible but highly probablethe remit would Cost the city more in a (ew minutes than the support of a properly equip ped fir department would cost in sev eral years. The city cannot possibly lose in the end from any expenditure of money tor the improvement of the fire department, for with a little assis tance from the city the water company will make additions and improvements to its system which will make it a cre dit to tho place and a recommend to those who wish to invest money here. Another matter not to be neglected is the facilities for training the depart ment, in the proper use of its appar atus, for without training the company will never be an efficient one, and the water company cannot be expected to furnish water gatia for drilling purpos es. The water company is willing to make liberal terms with the city, and t abould by all means receive every possible encouragement. Tax collapse of Ford's Theater at Washington last Friday was a fitting end for a building which had been the scene of so great a crime as was com mitted within its walls. On the night of April 15, 1865, President Lincoln met his death at ths hands of an as aaain, while sitting at a play in that building, and it is a coincident that on the day the assasin's noted brother was being borne to bis grave, the build ing should collapse without a moment's notice and carry down with it several Itundred people, oyer a score of whom were crushed to a shapeless mass. For several years the building has been used ai a department of the Pension Bureau, and at the time itcollapsed there were over three hundred clerks t work within its walls. Ths author ities bad repented ty been warned that the building waa unsafe but waa too parsimonious to give the matter any attention. A crew of carpenters were finaly set to work repairing it. and Curiously enough, instead of directing their efforts towards strengthening the old man trap, they undermined it and caused the death in a horrible manner of twenty-two persons, and the more or leas serious injury of many others, now that about a hundred people are killed and crippled the government is greatly excited and will apend about a Itundred thousand dollars trying to lo cate the blame, when one-twentieth of that account properly expended in re pairs would have obviated the whole disgracefull affair. Farrr growing of different kinds has became one of the most popular and profitable enterprises of this state, the peculiar adoptability of tbis climate and other conditions making that in- : dustry one of great profit. A notice able feature of fruit raising here is tendency to confine the attention to a limited variety. Pear and prune pro ducing, particularly the latter, has be came almost a erase with growers who are directing their attention to these Varieties of fruit, to the exclusion of many other valuable varieties. This policy should not obtain. As before Stated, this climate offers peculiar inducements to the cultivation ' of many other varieties, very important among which is the standard fruit, ap ples. . We are not supplying the borne market for this fruit which, when given propper attention here, is second in size and flavor to the productions of no other state in the Union. Sta tistics are not at band but it is well known that California and seme of the eastern states ship large quantities of this fruit to the Oregon, market each I season ana toe imported article is not only an inferior article but often brings a price which puts it out of reach of the ordinary purchaser and Classes it among the luxuries. This m not at all as it should be, and with a reason' able ampunt of attention, apple grow ing can be made one of the fhost profitable branches of fruit raising. ' A tvaQBSTioH ha been made tbst b(s oounty should have a hospital, gni (he suggestion is undoubtedly worthy of favorable consideration by the county court. An institution suit sbls to accomodate the business of this oounty can be built and furnished for 13,000, and will be self-supporting from the time It is opened. It would also accomodate the countv poor, and be a saving of several hundred dollars a year io this way to the county. An institution of this kind is badly needed here, and arrangemen ts for its eatabliah- ment should be made at once. The objeotioa may be offered that the amount above stated will not be suffi cient to build and auitably furnish a hospital, but the figures quoted were submitted by a gentleman who is the best authority on the subject, and can, therefore, be accepted as sufficient for the wtuk. We racomend the favorable consideration of this matter by the county court, and have no doubt but that the proposition will readily meet with public approval Notwithstanding reports to the contrary, the money pamo continues throughout the oouotry and numerous failures are reported daily. The prin cipal sufferers are the banking houses. but commercial institutions of every kind are affected by the general de pression and are going to the wall dozens. Fatal as these things are the country they are sure to be the inevitable result until the money and tarriff questions are settled and the policy of the administration is defined. There is not a time deposit being re ceived at the Portland banks nor has there been for nearly a year past, and although the banks are almost burst ing with money it is impossible to get hold of a cent of it, no matter what the amount or . the nature of security offered. These conditions will certainly prevail until the silver question is set tled and people know how to use their money. It is now becoming painfully e video to the transcontinental railroads that very material reduction must be made in World's fair rates if anything like a large delegation of Pacific coast visitors is induced to see the exposition. The name of World's fair baa not the ring in the ears of Westerners that it was thought it would have, and the clink of the golden ahecklea it costs to get there is much more musical to the average mortal than is the enchant ment of the great "While City." So far the attendance from Oregon has been smaller than that from any other coast state, and the aame conditions will prevail unlill the railroads make reasonable rates t o their patrons. TBI Chicago Exposition continues to open its gates Sunday, pending the hearing by the United States circuit court of appeals, of an order suspend' ing the temporary injunction granted by the Uniteed States circuit court to restrain the management from open ing the ground on that day. The or der was heard yesterday and the jtidg ment rendered thereon will effectually dispose of the question. The jurisdic tion of this case never should have gone out of the state of Illinois in the first place, and could easily have been settled by the legislature of that com monwealth a long time ago. Thk California bandits, Sontag and Evans, were again fired upon by offi cera Monday in the Sierra foot hills, twenty miles from Visalia. This time the result waa disastrous to ths ban dits and not at all pleasant for one of the officers. Sontag was shot in the left arm and side, and liea in the Vis alia jail a wniling death from his wounds or the machinery of the law which he has defied and outraged. Evans es caped with several wounds, and one of the officer was so badly shot that he had to suffer amputation of his ankle. judoi IjOchbox, mo new pension commissioner, has just issued the fol lowing important order for the adjudi cation and rating of pensions nnder the dependant pension, bill of 1890' The new order waa promptly approved by "secretary Hoke Smith ; A claim for a pension under the sec ond section of the act of June 27, 1890, can only be allowed upon proof of mental or physical disability of a per manent character, not the result of claimant's own vicious habits, incapac itating him from the "performance of manual labor in such a degree as to render him unable to earn his support. Ho specific injury or disability can, as such, have a pensionable rating tin der that act, nor be considered other wise than as it affects the incapacity of claimant to perform ordinary man ual labor.
