Bay says "The capital-improvement area is one area we absolutely have to get after,” Bay says “(It) is a high priority item ” Generating pledges Generating pledges of $6 million dollars again won't be easy, according to Bay, because the large donors that are crucial to the funding drive have been hit heavily by poor economic conditions Because of the tight money situation.
