improving our facilities At that time a project like the
stadium club was discussed with Rich as was the new
arena,” Bay says
Originally the athletic department had hoped to
begin construction in late spring and have the stadium
club finished before Oregon's home opener
Those plans didn't work out, but Bay says he is
hopeful construction will be done by late December
Drawing board
While plans for the stadium club are well into the
construction phase, the proposed dome is still sitting
on the $150,000 drawing board that the University paid
Rossman and Partners of Phoenix, Ariz for
preliminary architecural plans
A price tag of $14 25 million was attached to the
proposed dome and the University developed a plan
for raising the funds entirely from private donors
The plan, based on cash gifts of $5 5 million, ticket
subscriptions of $6 38 million and gifts in kind (lumber,
cement, etc ) of $2 36 million, looked in good shape
when former Athletic Director John Caine announced
in December of 1979 that $6 million had already been
pledged
"It will be at least another year,' said Caine in
reference to the start of construction
But then the full force of a rapidly souring
economy in Lane County crunched into plans for the
dome and almost in tandem came revelations of
widespread wrongdoings in the athletic department
Almost as rapidly as the money had begun
pouring in, the flow slowed to a trickle
"It was a combination of the economy to some
degree plus some of the problems that had occured in
the last year and a half,” says Bay "Both of those
combined with maybe some other factors just
mitigated against the climate to continue a major fund
drive which would be perceived as an athletic
department venture "
Finally, there was the uncertainty of when Caine
who was a ma|or force in pushing for the arena, would
leave and who the new athletic director would be

Bay considers the dome a high-priority item, one
of three areas where he hopes to see a great deal of
progress in the near future
"I think there are three areas where we have to get
to work immediately in terms of our fund raising, and
those three areas are. number one, to increase our

donor base — people who give annually, in a very
general way, unrestricted funds to the athletic
department The other two areas have to do with larger
single gifts that are going to be related to
endowments ”
One area is scholarships and the other is capital
improvements, which includes the stadium club and
the arena. Bay says
"The capital-improvement area is one area we
absolutely have to get after,” Bay says “(It) is a high
priority item ”
Generating pledges
Generating pledges of $6 million dollars again
won't be easy, according to Bay, because the large
donors that are crucial to the funding drive have been
hit heavily by poor economic conditions
Because of the tight money situation. Bay believes
the best way may be to go with a incremental plan for
building the arena, with the offices and lockerrooms in
the first phase
Once Balogh finishes looking into the current
state of the arena Bay says he should have a feeling
for whether or not he can proceed on the project
immediately
"Once we have a feeling for whether we can
proceed immediately on the project, in total or in part,
then we want to move as swiftly as we can I say "in
part" because from time to time we discuss the
possibility of perhaps building a quadrant of the arena
in order to gain some badly needed facilities
immediately and then from there piecemeal it — if
that’s feasible — and hope that in putting up the
project that the development in itself generates some
momentum for us to maybe complete the project ”
Facilities for the football team are of primary
importance right now. says Bay, and that will probably
affect any decision
For now, all of that is still a $150.000 architects
conception
And the words that Caine delivered to an Oregon
Club luncheon in 1979 still hold true
"We have the opportunity to construct a facility for
student, faculty and community use
