Gary Hart, D-Colorado, will be keynote speaker at the Oregon Democratic Party's 1981 Grass Roots Conference, scheduled for today and Satur day on the Western Oregon State College campus in Mon mouth. Hart, George McGovern’s campaign manager during the 1972 Presidential campaign, will be the special guest of Rep. Les AuCoin, D-Ore , during the weekend. Hart will attend two receptions and will be the main speaker at the Saturday night banquet.
