Nelson appointed ASUO assistant The ASUO executive announced Tuesday the appointment of the Chief Administrative Officer and the two administrative assistants. Paul Nelson, a second year law student, was appointed to the position of Chief Administrative Officer, a 12-month position. Car' Sell, a junior majoring in pre-med was named administrative assistant. And Susan Aho, a junior in special education was appointed to serve as administrative assistant B. Both Sell and Aho will serve nine month terms. According to ASUO president Greg Leo, “all of them will start working now and not get paid until the end of June. In addition, Leo added, Aho and Nelson will work the first three months without getting paid. The positions are salaried and each appointee will receive $105 a month. Leo and Barnett stressed the fact that the “ASUO officers were chosen on the basis of their qualifications for service to the ASUO and their abilities and experience in light of the job descriptions prepared for the applicant selection process.” The Chief Administrative Officer’s duties, as outlined by the ASUO executive, will include: — Facilitating communication between ASUO programs and program directors and the ASUO Executive. — And responsibility for all administrative processes of the ASUO. Sell, administrative assistant “A” will be responsible for: — Assisting various ASUO programs in need of ASUO executive assistance. — Serving as ASUO information officer, facilitating working relations with the Oregon Daily Emerald. — Updating published ASUO information in the University Catalog, Student Handbook, ASUO publications, and other public relation matters. — Assisting in the organization of ASUO Program Library. — Researching the needs and services to direct ASUO energies to meet student needs. Aho, administrative assistant “B” will serve as the co-governance practioner. Her duties will include: — Responsibility for Student-Faculty Committee appointments. — Assisting in the coordination and establishment of depart mental student unions. — Coordinating class officers and for the student ombudsman program. — Working on processes for investigating and improving the quality of academic advising on campus. Leo and Barnett added, “All administrative assistant positions will be involved in a varying degree and working with the University Administrative and on matters dealing with the general community.” Hawk thinks changes needed in bill altering unclassified positions A bill designed to alter the designation of positions witliin the unclassified service ranks and specify what positions are in the unclassified ranks needs some more work before University administrator Ray Hawk will be happy. Hawk, vice president for Ad ministration and Finance, said the bill, HB 3226, places certain persons with academic rank in the unclassified ranks but makes no mention of those persons’ assistants. As an example he cited positions in the Athletic Department. “In the AD, direct coaches and the trainer have academic rank. But you also have people like the events manager, the athletic business manager and the sports information director” who do not have academic rank and so would be placed in the classified per sonnel division. Hawk estimates that the bill in its present form would affect about 30 persons at the Univer sity. The most important im plication of the bill deals with the maintaining of tenure for those persons switched from the un classified ranks to the classified ranks, according to Hawk. “We just don’t know at this time how the bill will affect tenure,” he said. “The law doesn’t address itself to this question.” Something that would be “more advantageous,” ac cording to Hawk, would be set ting up a quota system where the University president can exempt a certain number of persons from the bill. Another “more equitable” addition to the bill would be a “grand-fathering clause” says Hawk. This type of clause means that the person in a position that would be adversely affected by the bill would be allowed to retain their present status, but that person’s replacement would come under the bill. Such a clause “would certainly simplify the pain in personnel action,” says Hawk. Action on the bill, which is before the Joint Ways and Means Committee, is still pending says Hawk.
