'Complete And Careful' New Study Of Military Setup Ordered By Secretary Wilson BIRTHS Frl,, Jan. 13, 1956 Tht Nows-RevUw, Roseburg, Or. 9 By ELTON C. FAY WASHINGTON 1 Secretary of Defense Wilson totd Congress Thursday he has ordered the high command to make a "complete and careful" new study of the mili tary setup in view of changes in weapons field and in the interna tional situation. He wants the picture of what may be needed in the next three years. In testimony prepared for the Senate Armed Services Commit tee, Wilson also disclosed that mil itary manpower will increase to about 2,840,000 by the end of the next fiscal year from the 2,814,000 estimated for June 30, the end of the current year. He also said that to provide a "measure of flexibility" President Kisenhower has authorized a man power celling of 2,906,000 for the next fiscal year. But Wilson said use of that authority will be made 'only after complete justification for need and mission." Wilson emphasized the build-up of the Air Force's strategic bomb er fleet and the expanding guided missile program. He said a "major portion" of procurement next year will be de voted to new weapons, including Marge sums for missiles." During the coming fiscal year, said Wilson, the Air Force will complete its planned build-up to 137 wings, an increase of 10 over present strength. "The present planned build-up of SAC (Strategic Air Command) forces will be completed by June 30, 1956," Wilson said. "The me dium bomber wings are already fully equipped with B47 jets. In the heavy bomber wings, major emphasis is now being given to the replacement of the B36 with the new B52 long range jet bomb er. By the end of the coming fiscal year, a number of these wings will have been converted to the BS2." The Strategic Air Command is 2 MITATIOHS fL'Jl understood to consist presently of SO of the 54 wings planned under tne 137 wing program. Under that program, there eventually will be 11 wings of B52 heavy bombers. At present there are about seven wings of the piston-jet combina tion BStis. Wilson said that "conversion of the B36 wings to B52s will be car ried out "at an accelerated rate." lie said, too, that "a substantial number of jet tankers for air-to-air refueling of the B52 bombers is also included in the Air Force program." In announcing that large sums for missiles will be included in the buying program, Wilson said mis siles "have been under accelerated development for some time." In addition to the B52 procure ment program, Wilson said empha sis is being placed on faster-than-sound fighters the F8U and Fall Navy planes and the F101, F102 and F104 Air Force fighters. lie said the continental air de fens? system "will continue to grow in scope and effectiveness during the coming liscal year. In that connection he mentioned ' improvement and development of radar sites in the United States and. in cooperation with Canada, j work on the mid-Canada and Dist !ant Early Warning (DEW) line in the Far North. The "Texas tow ' ers," which are being built out in the sea at the edge of the conti nental shelf, will be expanded ! steadily, Wilson said. I He announced that the first seg ; ment of the new automatic warn ing-aircraft control system, known as "Sage," will "soon go into oper ation." An in fantry division will be converted to an airborne division, to be used special experiments with new organizations, tactics and weap ons." There will be an increase in Army units armed with new weap ons like the Honest John bombard ment rockets. Navy To have a total of 1.005 ships including 411 combatant ves sels, compared with a present force of 984 ships including 403 war ships. Marine Corps Continue at three divisions and three air wings. House Subcommittee Studying Newsprint Deal WASHINGTON (.ft A House subcommittee studying newsprint supply problems is thinking about calling in some publishers to hear "their side of the story." Rep. Klein (D-NY), the subcom mittee chairman, said Wednesday "we'd like to know what they'd say to do in case of an emergency when no newsprint was available." A Commerce Department report received by the group Tuesday foresaw "an apparent substantial deficit" of newsprint "for some years to come." Kelin said he would talk over with the rest of his group the idea of taking testimony from pub lishers. The New Yorker said his sub committee was concerned about the small newspapers getting the news print they needed.
