Hen drickson (R-NJ) Tuesday suggest ed government policing of televi sion programs or appointment of "TV roar" to sard against anything which might tend to fos ter juvenile delinquency an idea promptly cnauengea oy uis n industry. Hendrickson is chairman of a special Senate subcommittee which is studying what impact TV crime shows may have on teen age crime. His policing suggestion was tossed out in an offhand way at the opening session of a planned two days of public hearings. Merle S. Jones of New York, a vice president of Columbia Broad casting System and- the first in dustry witness to be heard, told Hendrickson he believes in "self regulation and self-discipline" (or the TV industry. Jones denied that any present TV shows tend to promote juve nile delinquency. "We do not believe there is any casual connection between televi sion shows and juvniie delinquen cy," he said. In suDport of his stand. Jones cited various studies, including a volume entitled "Unraveling Juve nile Delinquency" by Sheldon and Eleanor Glueck, a husband-wife team who studied causes of de linquency during a 10-year re search job at the Harvard Law School. Their findings, Jones said, show "that the basic causes of delin quent behavior appear' to lie in faulty child-parent relationships during the first six or eight yean of the child's life." And, Jones said, such old-fashioned nursery fables as Jack and the Beanstalk contain all the ele ments complained of by those who have linked TV Western and crime dramas to juvenile delinquency. On the other side of the ques tion, Richard Clendenen, - director of the subcommittee's staff,' said its studies showed the following: 1. An "overbalance of pro grams" on crimes and. violence which parents say are not healthy for their children. 2. A "Lack of choice" In TV viewing during the late afternoon and early evening hours which tends to attract children to nor- row shows as the only TV fare available. 3. A suggestion that violence produces tensions out of normal anxieties and that possibly there Is "very little tolerance for thw added tension" ia many children. 4. The possibility that crime shows teach children crime tech niques and may prbvide sugges tions to a child to repeat the act he has viewed on a TV as a form of compensation. CIA Doing 'Creditable Job,' Say Investigators WASHINGTON Wl A special study group reported to President Eisenhower Tuesday that the super-secret C en t r a 1 Intelligence Agency is doing a "creditable job" but can be improved in "im portant area." The group, headed by Lt. Gen. James A. Doolittle,. was appointed by President Eisenhower to give him an independent appraisal "of the sensitive aspects of the agen cy." Doolittle and top members of his staff Tuesday gave Eisenhower a single copy the only one in ex istenceof their recommendations for improvements in the top gov ernment intelligence outfit. It was understood the study group's recommendations if fol lowed by the President would be handled with the CIA and there would.be no public announcement or congressional legislation stem ming fiom the Doolittle inquiry.
