(Gene) Sampson, key figure in the record 1951 waterfront strike, has bolted the International Longshoremen's Assn. to join the American Fed eration of Labor. Sampson made the move Mon day night at a meeting of I LA Local 791, which controls Hudson River docks in the Chelsea district of Manhattan. The meting - was a turbulant one with only 21 men lining up behind Sampson, who had been business agent of the local. Other men at the meeting, variously estimated at 400 to 900,. voted to stay with the ILA.
