One Millionth Stockholder

NEW YORK (AP) A milestone in the history of
business will he reached shortly, possibly by month-end,
when the American Tleohone and Telegraph Co. gets i t s
one millionth pt.xrkholder.
It will be the first time any corporation ever has had a
million shareholders Appropriately, it will be the parent
company of tne 12-biilion dollar Bell system, the world's
larsrest private business enterprise. . , ,

As for A. T. and T.'s one mil
lionth stockholder, he will be dif
ficult to determine since the num
ber of stockholders is increased
in three ways. They are: by ex
change of convertible debentures
for common stock, by completion
of payment for new shares by em
ployes under the company's pay
roll deduction plan, and by a pres
ent stockholder's sale of part of
his holdings. But the company will
come as close as it can to picking
No. 1.000. 000 for recognition at a
ceremony befitting the occasion.

Short Wheat Yield May

crop report. The report estimated
a cut of nearly 20 percent in the
winter wheat crop.
CAMPUS TRANSPORTATION When Southern Oregon college recently moved into ill new
$360,000 library-classroom building, the method of transporting over 20,000 volumes of books
was crude but effective. Students end faculty members, carrying the books by the armload
from the old library to the new, 7S yards away, accomplished the task in slightly ever two
hours, including re-shelving. ,
The new building, housing classrooms and of flees as well as fhe library, will be dedicated
June 2.
MacArthur Chose Wrong Method

The average citizen probably is findine it difficult to
view dispassionately President Truman's ouster of General
MacArthur.
As an admirer of MacArthur' (treat military record.
which jrives him t hi?h place among- the famous jzenerals
in history, your columnist can understand the averaee
citizen's position. Like many of my readers. I wish that
the chief executive coiild have found some other method
of solving- his problem.

Controversy Not Ended
And does this end the contro
versy? Apparently not, for Senator
Wherry (R-Neb) has announced
that MacArthur agreed in a telo
phone coversation to appear at a
joint session of Congress and dis
cuss his dismissal by the Presi
dent. A joint session still has to
be arranged.
Such a development must, o (
Still, we are bound to recognire
that Mr. Truman did have a prob
lem. This was, as he states, Mac
Arthur's failure to give "whole
hearted support to the policies of
the United States government."
That brines us to the pith of the
whole controversy. Even if Mac
Arthur disagreed militarily with
his instructions, he had no right
to refuse to comply, because un
der the constitution the President
is the commander in chief of all
the armed forces.
But, you demand, supposing
MacArthur felt sure he was court
ing disaster to follow Washington
instructions, must he still "carry
on?" No, he could express his
views to the President and if that
didn't work he could resign his
command and return to America
for a showdown.
Worried European Allies .
Failure to support administration
policies, however, would he dan
gerous and might be dis
astrous. Under our form of gov
ernment the President and hia sec
retary of state are responsible for
foreign policies, and some highly
important ones were involved In
the Asiatic operations.
For example, two of our gre.it
European allies, Britain and
France, who have vital interests i
the Far East, have been greatly
worried over some of MacArthur's
unauthorized pronouncements. One
of these was the commander's ad
vocacy of using Generalissimo Chi
ang Kai-shek's, large army of Na
tionalist troops' on Formosa for an
invasion of continental Ked China.
London and Paris protested to
Washington against pursuing any
such program, on the ground that
it would be likely to precipitate an
a!i-out war with China, hacked hy
Soviet Russia. This likely would
mean World War III. And on that
b.isi America turned thumbs down
Ot. the adventure.
Distrust Engendered
This was only one of numerous
incidents which had plagued t h e
Washington administration, and its
allies. MacArthur's view that
Asia. 'rather than Europe, is the
paramount thealer in the struggle
acamst Bolshevism has caused
grievous heart-burnings among the
western democracies. And this nat
urally has presented a threat to the
solidarity of the elaborate defense
system which the democracies
have established in western Eu
rope. So, even If MacArthur has been
right in his military judgment, he
has been wrong in not deferring to
Washington. The sum and total of
this imbroglio is that some distrust
an.l discontent was created among
the western allies, much to the
gratification of. Russia. Britain 4
reaction to the firing of MacAr
thur has been an expression of re
lief by British officials who hold
(hat the chances fur making peart
course, add fuel to an already hot
fire. Recognition of this apparently
was in the mind of General D wight
D: Eisenhower, Atlantic pact com
mander, when he expressed the
hope in Cobleni, Germany, that
MacArthur wouldn't return to the
United States and become the cen
ter of controversy and acrimony.
Ip.isenhower and MacArthur, by the
way, are old friends as well as
comrades at arms.
Whether MacArthur's appear
ance before Congress would he
wise may be a matter of debate.
It might help clarify the situation
for that average citizen with whom
we started our column.
