New Central Oregon Road To Idaho Will Be Opened PRINEVILLK -im An alter nate route from central Oregon to Idaho will be opened today, road officials said here. R. D. Walton, engineer for the U. S. Bureau of Public Roads, taid a relocated 19-mile ttretch of high way 28 would be open to traffic thortly. The relocated stretch is over the Ochoco mountains, 50 miles east of here. It hat been surfaced with a rock base, but will not be given a final oil surfacing until spring. Opening of the highway is ex pected to aid movement of lumber from sawmills at Mitchell, 50 miles east of Prineville. The committee will submit its recommendation to (he legislature. I'nder the proposal, a school dis trict, for instance, could establish a new tax basis and thut not have to hold special elections each year to raise money for budgets. At itt September meeting, the committee had decided to allow a new tax basea to be created at any election at which 40 percent of the registered voters turned out.
