But her parents and officials at the George State Welfare Depart ment, which provided the appli ances, hope Grace will learn to use nem. Mrs. Helen Carr. sunervisor of the Department's division for crippled children, said the child's reaciion was not surprislnR. "She has never had arms or hands," Mrs. Carr explained, "and she has no Idea what they are for." The appliances were provided afler a specialist said II would be Impossible to give Grace hands and fltiRors through plastic sur gery. Some $2,000 was contributed to a fund to provide the child wilh plastic arms and hands. The lund was started hy Henry R. I.ee, a railroad engineer, after he saw grace wave to him as his train passed the Purcell home. Now I.ee hopes to send Grace through college with the contri buttons. Veterans who draw compensa tion for disabilities rated 60 per cent or more now have until Feb. 1, 1949, to supply proof of de pendency. If they wish the new family allowances to be retroac tive. The deadline, extended from Dec. 1, affects only eligible dis abled veteranr whose dependent wives, children or parents were recorded with the VA by last Sept. 1. For these, dependency awards will be retroactive to Sept. 1, effective date of the law.
