that have been strapped to her

But her parents and officials at
the George State Welfare Depart
ment, which provided the appli
ances, hope Grace will learn to
use nem.
Mrs. Helen Carr. sunervisor of
the Department's division for
crippled children, said the child's
reaciion was not surprislnR.
"She has never had arms or
hands," Mrs. Carr explained,
"and she has no Idea what they
are for."
The appliances were provided
afler a specialist said II would be

wives, children or parents were
recorded with the VA by last
Sept. 1. For these, dependency
awards will be retroactive to Sept.
1, effective date of the law.
For veterans whose dependents
were not recorded with the VA
by that date, compensation in
creases will be dated from the
lime the VA receives dependency
documents.
