ROSEBURG NEWS-REVIEW, ROSEBURG, OREGON, TUESDAY, JANUARY 13, 1948 EIGHT Labor Relations Important Item On Oregon Farms Farmers who employ workers during any part ol the year are actively enKawd in emplmcr employcc relalions w hether I hey realize It or not, eayi Kussei Adama, lormer assistant Mate supervisor of the extension ser vice emergency farm labor pro gram. "Experiences of the recent emergency larm labor program have indicated that a certain (mall percentage of farmer em ployers always have ditfliulty with labor," Adams states, "while another small percentage are outstandingly successful in gain ing the goodwill and support of tiieir workers." As a result of observation made during tiic recent emergen cy farm labor program which was discontinued as an extension service: function on December 31, Adams has written a bulletin en titled, "The Farmer and His Help." In this he points out that under normal Intensive cropping In Oregon, lubor costs constitute approximately half the cost of production. In this field of labor manare ment Adams s.iys farmers can do a great deal toward reducing their cost of production. One evidence of poor labor manage ment, he pointed out, is the con stant turnover of labor that oc curs on many farms. Some of the factors which en ter into the labor management field for farm workers ara hous ing, field condition, and personal leiationship between the farmer and his employees. Important considerations which "make or break" the averag farmer employer as far as belni: a boss to his help is concerned ate cooperation with the worker, iriendliness, helpfulness, under standing, appreciativencss and firmness, according to Adam's iindings. The publication, extension bul letin .No. 683, may be obtained through any county extension ot tice or direct from O. S. C. " permem ' Cleavage Between Democracy, Reds Get More Defined By HEWITT MACKENZIE AP Foreign Affairs Analyst Iiaily the cleavage between Russian Communism and Democ racy is beliiK moiu sharply de fined. We had a blunt reminder of this in Secretary of State Mar shall's appeal before the Senate foreign relations committee this week for prompt Implementation of the nroKram for rehabilitation of Europe. The general didn't mince words: "Without the establishment of economic health and vinor in the free countries ot Europe . . . the historic base of western civilisa tion, of which we are by belief and Inheritance an integral part, will take on a new form in the image of the tyranny that we fought to destroy in Germany . . . "This great project . . , must be carried to success axainst the avowed determination of the So viet Union and the Communist party to oppose and sabotage it at every turn . . . "The way of life that we have known Is literally In the balance." Now U. N. May Develop Apropos of the general tense situation, but having no Imme diate relation to the Marshall statement, a foreign office source in London threw out a thought about a possible new United Na tions. Ho did this by hinting Uiat ihe British may incline to the viewpoint attributed to certain elements in the American State Department- who are said to be ready to reorganize the United Nations "without Russia and her il lends ' In a real East-West show Jown. Your correspondent has report ed betore that there is talk in the air about the formation of a new U. N. comprising the democracies. However, such a statement by a British official spokesman, even though guarded, came as an in teresting surprise. The new peace organization presumably wouldn't bar Kussia and her deiiendendes out the democracies would lie in ihe majority and Moscow's power to block action by veto would be destroyed. Brazil Ousts Reds Meantime liiail dealt a body blow to Communism in the West ern hemisphere by withdrawing Ihe last vestige of legality from the Brazilian Communist party which has ranked as the largest in North or South America. The chamber of deputies passed a bill, already adopted by the Sen ale, removing all Communists from elective ixists through the nation, and President Dulra promptly signed it into law. The Communist party, claim ing a membership of close to 2UO, 0(H), previously had been outlaw ed, although this didn't ufieet Ihe status of office holders already elected. Brazil severed diplomatic relations with Moscow nearly three months ago because of at tacks on the Brazilian president and the army by the Kussian press. Moscow's Hand In Italy At the same time over in Mi lan. Italy, the world was given further proof -if any were need edthat the Communists of Bra zil or of any other country take their din-clions from Moscow. The Italian National Communist Congress was meeting and was attended not only by Italian leail ers but by Harry lhillitt, secre tary general of the British Com munist party: Maurice Thore, the French Communist leader; r - - mv it. . rnpt Miu-uj run u Iff !V '-!- i ,( AjRIPS DAILY rpe en i'-. i - rl : T7r--,.i ' a- ii . i 1 li Advanced Course For Graduate Nursed Dated Here An advanced course for gradu- ate nurses will open In Roseburg Wednesday, Jan. 14, it was an-; nounced by Henrietta Doltz, direc tor ot the University of Oregon Medical School, Department of Nursing.
