This la a ' fundamental principle of demo cratic government. T'HERE Is no sense In swoon- Ing Into a great state of panic , because of- the rather high per centage of rejections In the draft calls. Considerable more study, i and especially comparative study, needs to be given the figures be fore we need conclude that young America has declined Into a atate of decrepitude. That Is not to say that "all's right with the world," or that the health of youth is all it should be. It isn't, and It never will be. There Is plenty of room for Im provement. There arc a great many rejec tions for failure to meet the rath er high standards the miliary services have set. In some cases It has run as high as 23 per tent. Off hand, that looks bad. It looks worse than in 191718. But is It? .. Isn't it Just possible that stand ards are higher now? Certainly the necessity for raising a huge army Immediately is not as great. The standard can be, and prob- ably Is, somewhat higher. X-ray and other laboratory examining methods and techniques are Im proved, and probably catch a higher percentage of defects, many of which were formerly overlooked. Further, plenty of men with flat feet or a slight shortage of . perfectly-matched teeth, are reasonably healthy In spite of that. The Vichy government In France Is now adding poor phys ical health of Frenchmen to the many already-revealed causes of France's downfall. It is point ing out that for many years mor tality in France never got below IS per 1000, compared to 12 lit Kngland, 11 in Germany, and 10 In the Scandinavian countries. Well, in the the United Slates lat est figures are beween 10 and 11. French rejections for military service In 1934-35 were alxiut 20 er cent. In the United States ; It Is questionable whether, over the whole country, It will prove o high, especially If you would consider nearly a million volun teers, already in service who do not show up In the draft fig ures. Further, the need for a great nmss land army is not nearly as fre.ij here as In France, and there seems no doubt at all that by lowering standards only slightly a great many now bclne refected could be passed, and still make excellent soldiers. We have not as yet produced a race of men capable of passing 100 per cent the rather siceiali. rd requirements of the military. But it Is not wise to Jump from that to the conclusion that the national health Is not sound, when there Is excellent evidence I that It Is the best ever. Transporting Of Pupils Unchanged The action of the Wilbur and Winchester school districts In voting to dissolve the Wilbur union high school district will not necessarily mean that students will be transported to Roseburg next year, Mrs. Lula C.
