T'HERE Is no sense In swoon-
Ing Into a great state of panic
, because of- the rather high per
centage of rejections In the draft
calls. Considerable more study,
i and especially comparative study,
needs to be given the figures be
fore we need conclude that
young America has declined Into
a atate of decrepitude.
That Is not to say that "all's
right with the world," or that the
health of youth is all it should
be. It isn't, and It never will be.
There Is plenty of room for Im
provement. There arc a great many rejec
tions for failure to meet the rath
er high standards the miliary
services have set. In some cases
It has run as high as 23 per tent.
Off hand, that looks bad. It looks
worse than in 191718. But is
It?
..
Isn't it Just possible that stand
ards are higher now? Certainly
the necessity for raising a huge
army Immediately is not as great.
The standard can be, and prob-
ably Is, somewhat higher. X-ray
and other laboratory examining
methods and techniques are Im
proved, and probably catch a
higher percentage of defects,
many of which were formerly
overlooked. Further, plenty of
men with flat feet or a slight
shortage of . perfectly-matched
teeth, are reasonably healthy In
spite of that.
The Vichy government In
France Is now adding poor phys
ical health of Frenchmen to the
many already-revealed causes of
France's downfall. It is point
ing out that for many years mor
tality in France never got below
IS per 1000, compared to 12 lit
Kngland, 11 in Germany, and 10
In the Scandinavian countries.
Well, in the the United Slates lat
est figures are beween 10 and
11.
French rejections for military
service In 1934-35 were alxiut 20
er cent. In the United States
; It Is questionable whether, over
the whole country, It will prove
o high, especially If you would
consider nearly a million volun
teers, already in service who do
not show up In the draft fig
ures. Further, the need for a great
nmss land army is not nearly as
fre.ij here as In France, and
there seems no doubt at all that
by lowering standards only
slightly a great many now bclne
refected could be passed, and still
make excellent soldiers.
We have not as yet produced
a race of men capable of passing
100 per cent the rather siceiali.
rd requirements of the military.
But it Is not wise to Jump from
that to the conclusion that the
national health Is not sound,
when there Is excellent evidence
I that It Is the best ever.
All of which does not minimize
; In the slightest our Job, which
' Is to make It still belter.

Yosukc Matsuoka, Japanese
foreign minister, leaves for Ber
lin and Rome VIA MOSCOW for
Important talks with Hitler and
Mussolini (and possibly Stalin en
route.)
Berlin says the purpose of this
visit Is to plan counter actions to
the lease-lend aid to be given
Britain.
Gayda mutters darkly Into his
beard: "We're preparing many
disagreeable surprises In the Pa
cific for England and the United
States."

capital British ships which the
United States can send into Far
Eastern waters against Japan to

Shek more aggressively."
The Rome newspaper La Tri-
buna (government - controlled)
says: Matsuoka's trip is the im
mediate answer to Washington's
threatening move. Yesterday
America spoke. Soon Japan will
say her word.
Jap Rear Admiral Gumpel Se-
kine defines Japan's "co-prosperity
sphere" In Asia as Including
India, Australia and the Philip
pines.
A LL this Is TALK-inlended to

to Britain.
It won't be talk, however, that
will drag us into war. It will be
DEEDS. If the axis triplets want i
open war with us, they will go
ahead with deeds. If not, they
will merely talk.
It is their move.

The action of the Wilbur and

DR. CHAS. A. EDWARDS
France has paid hjiirr
fee. Slowly and palnfullv she
is trying to pick up the shreds
of her shattered national life.
Perhaps the most remarkable
change her new government
is ordaining Is the Introduc

-niilnet offlcei-s have been
appointed whose first and
principal duty is to attack the
evils of the liquor traffic
marital laxity and divorce,
lewdness in the theater, com

of srir indulgence, ll.n i work,
sobriety, moral earnestness,
and religions observance a.e
being preached ns the mves
sary means to a revival n,
French stivngth and dignity.
Especially is the new order to
be applied to youth. Then- is
no more than regimentation
for a fascist society In all this.
Behind It lies the recognition,
born of catastrophe, that nvir
al laxity prmtuivs a sort of
softness which is as suicidal
for nations as for men. France
had to pay a bitter tee lo

be drawn Into the destruction of
our own nation. Don't let any
of us overlook the fact that plans
seem to be laid to bring this na
tion tinder British rule, and all
that is hindering now is a state
of war so that the purpose can
be accomplished.
The following paragraph Is
worth our attention: "In 1914-17
the British empire fought to
crush Kaiserism and to 'save the
world for democracy' and picked
up 931,9.r)0 square miles of terri
tory In doing it. That piece of
real estate is 25 times the size
of Czechoslovakia and six times
the size of Poland."
L.ct s not forget "We who are
American-minded believe that we
fulfilled the purposes of the
founding of our government and
also serve humanity best, by
taking care of the people of the
United States. We believe- that
in this international fracas the
choice of action is between serv
ing our country or serving some
other country. Loyal Americans
have no difficulty in making a
choice."
Let any one who docs not be
lieve what I write about the Brit
ish plan regarding ,our nation
read in the Congressional Record
"Remarks of Han J. Thorkel
son of Montana" on "Steps To
ward British Union, a World
State and International Strife."
We of the United States of
America do not or should not
want war. The harvest of the
last war was hate, sorrowing
hearts, broken and suffering
bodies and fields of graves of
our bens.
