One side suggests the maximum und minimum weekly benefits be raised and the number of weeks for which payments are given be also increased. The other wants the excess to be reflected In low er contributions from employ ers. New Plan Not Soothing The experience rating program, slated to go into effect this year, provides little hope of soothing the employers. The plan provides for payment by the employer on the basis of the amount of benefits paid out to his workers, theoretical ly making less unemployment by causing the employer to tbink twice before he lays off his work ers. Opponents object to that by aay f ing that no employer lays off men unless economic conditions justify it and that forces without the in dividual plant or unemployment benefit system are too powerful to allow the smooth theoretical op eration which proponents o .ue merit rating system predict. Another objection is found in the fact that the plan will encourage the employer to restrict his work ers to the fewest possible individ uals to escape a higher percent age of contributions. The employ ers do not wish to assume the re sponsibility for unemployment and lew economists will lay the blame at their feet.
