The experience rating program,

provides little hope of soothing the
employers. The plan provides for
payment by the employer on the

ers. Opponents object to that by aay

unless economic conditions justify
it and that forces without the in
dividual plant or unemployment
benefit system are too powerful

Another objection is found in the
fact that the plan will encourage
the employer to restrict his work
ers to the fewest possible individ
uals to escape a higher percent
age of contributions. The employ
ers do not wish to assume the re
sponsibility for unemployment and
