The only exceptions are in those few places where rates before the war were ngt adequate, it is noted in mis con nection that while dividend and In terest charges of the Bell System in 1914 amounted to 4.96 per cent. uDon the book alue of Its proper ty, in 1924 amounted to only 4.87 per cent. The charges for telephone serv- ice have, on the average advanced less during the past i ten year than wages or the prices of ma terials or the cost of living. This is equivalent to saying that measured In terms of wages or material pric- es or cost of living, the average charge for telephone service has) been reduced. The principles ot rate regula tion applicable to telephone service have been greatly clarified n re cent years and some of them have been well established. It is reason able to expect that this should almnlifv the work ot both commis sions and the companies In such ra readjustments as changes In conditions may make necessary or desirable. Notwithstanding the fact that general business activity was rela tively less In 1924 than 1923, the average daily exchange and toll connections In 1924 were 45 mil lion, that Is 7.1 per cent In excess .,( 1923. Both as to the speed and accuracy of making tese connec tions, the sssnuarus oi uie system were fully maintained and the 1924 service results were superior to those of any preceding year. The total net gala of Bell-owned telephones for the year was 836, 163.
