are to determine this .piestion it is hut riht and proper that they
should know specifically what they are to vote upon. Ihroujfh
the courtesy of Senator Kddy a general summary of the matter is
given elsewhere in this paper, besides that we were granted the
privilege of looking over a sumini ry of the proposed plan lor pay
ing off these bonds and the accruing interest thereon, as well as
the sources of revenue provided to meet those payments.
Iiriefly, there were two separate bond issues authorized. The
first was for $l,!l00,000 to meet a similar sum apportioned to Ore
gon by the Federal ( iovernmont inder the Shackleford law. The
second was for $i(000,0(M for bi.ih'ing hard surface roads. The
issuance of this total of .S7,'.M0,)00 worth of bonds is not to be
made all at once, but is to cover a period of live years. Thus, if
the $i,000,)00 bond issue is approved at the election on June '1,
only $1,000,000 worth is to be issued this year, $2,000,000 worth
during 101K, and the remaining 1. mount of $:?,0()0,000 at any time
during the three years following. The $1,000,000 bond issue is to
meet a like sum to be supplied by the Federal Covernment, cover
ing a period of live years. Only $78,(100 of this will be available
this year, about $15(1,000 next year, $.".12,000 the third year, and
the remainder during the two .succeeding years. All these bonds
to be issued by the state are to bear four per cent interest. Dur
ing the first live years after they ire issued, only the interest
thereon is to be paid annually. Thereafter there are to be pay
ments of both principal and intcivsi in such sums annually as will
pay oil' the oontls entirely at the end of 25 years. Thus if all the
bonds were issued at one time, at tl.3 end of each year for the first
live years there would he $:!Hi,h0u due as interest. After that
period there would also become die annually $:!!)5,000 of the prin
cipal. Of course, the interest payments would become less each
year, as payments were made on the principal. The annual de
crease of interest would be $15,Hi:o. Thus at the end of the seventh
year the interest payment would be $:i00,200; eighth year, $2X1,
'100; ninth year, $20S,(;00, and so on down to the 25th year when
the last interest payment of $15,M)0, would be wiped out, together
with the last annual payment of $:'!)5,000 on the principal. The
whole sum would be, principal of hands, $7,000,000: total interest
for 25 years, $ I,8!W,000, a grand total of $12,708,000. The pay
ments would cover a period of 25 vears, or an average of about
$512,000 per year.
To meet these payments there is the present one-fourth mill
stati! road tax, amounting now to about $220,000, and the increase
of automobile tax (the present license being doubled) amounting
to about $".10,000 annually. This gives a total of $5.",(),000, or
$18,000 a year more than is ncedi d to cover both the principal and
interest on the bonds. As there are to be no payments on the
principal during the first live yea'-s. and the interest payments are
but $:'l('.,000 per year, this will le; ve a surplus annual income of
$211,000, or an accumulation of : 1 ,070,000 for this five-year
period.
Summarized for the entire pi riod of 25 years, the quarter
mill tax levy and the automobile licenses at the increased rate will
bring a total revenue of $ I :'..25(i,iieO, or a total of ! 152.000 more
than the entire b I istio and interest thereon. This tloes not
take into consideration the prnhali1' large increase of the number
of automobiles during that peri.nl. or the great advance in taxable
property values that will result I rem building good roads.
The foregoing ligures, which are doubtless approximately
correct, are the basis upon uhiili the Legislature's action was
founded. I'.y this building meliio I it was believed that a state
good roads svstem could be established without anv increase of
the present tax levy. If such is the case, and the people can get
good state roads at no greater rest than they are now paying for
poor ones, (aside from the inrrea.'e of auto licenses) there is no
doubt that the bond election will tarry by an immense majority.
In addition to this S7,'.hio,immi : rom the bond issues, there will
also be received i'l the next li oe:.r- $I.'.I00.000 from the Federal
road fund, or a total of $!,Min.iMU. Add to this the surplus of
$152,0011 noted above, alter paying off all the bonds and interest,
and we have a fund of ten and a quarter million dollars for build
ing stale roads without any increase of the present general tax

people of the state, it is not generally considered nearly so im
portant as the Pacific Highway or some roads through Eastern
Oregon. Hence the appointment of the new highway commission
will be awaited with unusual interest.
While the proposed bond issue of $7,000,000, with the addi
tional $1,900,000 from the Government, will by no means com
plete a system of hard surface roads throughout the state, it will
be sufficient, if properly applied, to put it well under way. Then
a few years hence, the Legislature would probably be justified in
passing Senator Pierce's measure (defeated at tliis session) pro
viding for an increase of one mill in the state road levy to carry
on the work. This one mill tax would yield over $1,000,000 an
nually for that purpose. Whatever may be the individual views
of the voters, the fact remains that the state must have good roads
and the sooner the better.

It is said that a number of freighting vessels have been held
in the Eastern ports of the United Slates since the breaking of
diplomatic relations with Germany, it may be assumed that they
are detained on account of the proclaimed indiscriminate submar
ine activity. If that is the case, it virtually means a submarine
blockade of the American coasts, as well as those of Europe. Need
less to say, the rapid accumulation of freight awaiting vessels for
shipment abroad will very soon make such conditions intolerable.
The arming of such vessels for defense against submarines has
oeen suggested, and this may be done. It is also suggested that
they be convoyed by U. S. cruisers, but that is altogether unlikely
unless a slate of actual warfare develops. At the present time
scores of merchant vessels are entering an,i leaving Uritish and
I'rench ports daily, enroute to and from various parts of the
world, showing that after 20 days since it was proclaimed the new
submarine blockade is still a long wav from being effective
