These statements for each county will then he submitted to Granges and other organizations aa well as prominent Indlvltltials In each county, and they will be asked to return to me an estimate ol what they think their county should pay out In salaries. Out of all that are submitted, an average will he struc k for each county and a total secured for the state. For example, say that after all these figures have been returned It Is found that $ 4 ". is refill I red to pay all county olllclals. This will be submitted to the Tax Commission, and It will bo deter mined what amount of assessment will be necessary to raise that amount.
