fully, and will be submitted to mem
bers of the l.r'Klslatute before Jan
uary so that each one will have an
opportunity to aiudy whatever merits
or demerits It may hate.

throughout the state." said the Oov
eruor tonight, "are made without
relation to each other. One countv,
for Instance, may pay Its County

counties may not vary any or but

last Legislature but I vetoed them

"Salaries should be equalized and
reduced by some aystem. What I
propose to do la this: I will prepare
a statement showing the salaries of
each county official In every county
in the state. These statements for
each county will then he submitted
to Granges and other organizations
aa well as prominent Indlvltltials In
each county, and they will be asked
to return to me an estimate ol what
they think their county should pay
out In salaries. Out of all that are
submitted, an average will he struc k
for each county and a total secured
for the state. For example, say that
after all these figures have been
returned It Is found that $ 4 ".

matically adjust the salaries of the
county officials. If In any county
there haa been no increase in popu
lation or In assessed valuation, this
county, conseiiuently. could not share
in the benefits accruing to other
counties from their growth ulong
