Voters will be told that if tbey vote one way, they will murve to death and the nation will be lost, and In the next minute they will be told by someone else that If they do not vote the other way the same starvation will face them and the same fate overtake the nation. The truth of the matter is, ioll tlctana have been permitted to exag , aerate - the Importance of their cal- L linn and to exaggerate the Import ance of the political position they assume. The only thing for voters to do is to do some thinking for themselves. Voters should read and latent patiently but act cautiously, remembering that no politician Is more ot an angel, to say the least of . it, than other men, and Is no more . inclined to work for the glory of . humanity than the rest of us. Each of them has an axe to grind, and each is asking the common voter . to turn the grindstone. The voter must weigh what he hears and think and act for himself. If be hoes to act in the best way. M.. for the im provement of CASS STREET, from the West line of Main Street to the West line of Sheridan Street, in the manner provided by Ordinance No. 239, and the plans and the specifica tions tor said improvement on file la the office of said Recorder. All bids shall be submitted on blanks which will be furnished upon application to the City Recorder. No proposals will be considered unless accompanied by a certified check In favor of the Treasurer of the City of Roseburg, for 6 per cent of the amount bid, to be forfeited as fixed and liquidated damages In case the bidder neglects or refuses to enter Into a contract and provide a suit able bond for the faithful perform ance of said work In case the con tract is awarded to him. A bond will be required for 30 per cent of the amount of the contract, to be furnished by a surety company ac ceptable to the City ot Roseburg. The time stated In the proposal for completing the work will be con sidered in awarding the contract. Eadi bidder shall also enclose his separate proposal for the repair and naintenance of said street for a oeriod of ten years, as provided by be specifications for improving said street; said repairs to be made when proper municipal authorities shall di rect. Said contract for repairs, if entered into, to be paid out ot the General Fund ot the City.
