The proposed bill as Introduced is as follows: HOUSE BILL NO. 120.' For an act to amend sections 1, 2, 3 and 6 of chapter 209 of the Gen eral Laws of Oregon for 1917; re pealing acts or parts of acts in con flict herewith, and declaring an emergency. Be it enacted by the people of tho State of Oregon: Section 1. That sections 1, 2, 3 and 6 of chapter 200 of the General Laws of Oregon for the year 1917, be and the same are hereby amend ed to read as follows: Sec. 1. It shall be unlawful to tako or fish for salmon or sturgeon in the Umpqua River or any of the bays or tributaries thereof, below the points hereinafter named, from November 20th to December 20th, both dates inclusive, or from 6 o'clock p. m. of the 15th day of Feb ruary to 0 o'clock p. m. of the 15th day of April of auy years, or from 4 o'clock p. ni. on Saturday of each week until 4 o'clock p. m. on the Sunday following during the open season of any year, except from Oc tober 1st to November 20th, or take or fish for salmon by any. means whatever, except with hook and line, commonly called angling, and for propagation purposes, . above the points specified on each stream, and provided it shall be lawful to fish with hook and line, commonly called angling, at all times above and be low said points, and with nets below said points, except during said closed season, namely: The North Fork of the Umpqua River, a point 1600 feet below tho dam at Win chester;' South Fork of the Umpqua River, a point 1600 feet below what is known as the Aaron Rose flour mill dam; Smith River, head of tide water; provided that in the North Fork of Smith River there shall be no fishing with net, seine or any. fixed appliances at any time. Sec. 2. It shall be unlawful for any person, firm or corporation at any time or place to purchase, sell or offer for sale, to keep or have In possession for any purpose of sale, any steelhead or silverside salmon taken at any place from the Umpqua River or any of its tributaries or within three miles outside of the mouth of the said Umpqua River, between 6 o'clock p. m. of the 20th. day of November and 6 o clock p. m. of the 20th day of December of any year, whether said steelheads or sil verside salmon shall have been taken by hook or line, commonly called angling, or by any other method or means. Sec. 3. It shall be unlawful for any person or firm or corporation to transport, fright or express for the purpose of sale, barter or exchange, to have In his or its possession for the purpose of sale, barter or ex change, or to have in his or its pos session for purpose of transporting, freighting or expressing for the pur pose of Bale, barter or exchange any steelhead or silverside salmon taken at any place from the Umpqua River or any of Its tributaries, or within three miles outside of the mouth of said Umpqua- River, between 6 o'clock p. m. on the 20th day of No vember, and 6 o'clock p. m. of the 20th day of December of any year. Sec. 6. The meshes of any set net or gill net used must not be less than 6 3-4 inches, and for the pur pose of determining the size of the mesh of any net or like contrivance mentioned in this act, tho mesb shall be measured diagonally from opposite corner to opposite corner stretched taut, except from bar to the Southern Pacific Railroad bridge at Reedsport seine of not exceeding 600 feet in length, and of any mesb, may be used for herring, perch, bloaters, pilchers, sardines or smelt at any time in tidewater, a seine of not less than four inch mesh nor to exceed 600 feet in length may be used for shad from April 1 to Aug ust 31. No trout shall be taken or used from said seines or nets. All seines and nets to be drawn and emptied in not less than one foot of water. Section 2. All acts or parts of acts in conflict herewith are hereby repealed Insofar as the same conflict with the provisions of this act. Section 3. Whereas, this act will not go into effect until 90 days from the end of the present session, un less an emergency be declared; and whereas", It will be then too late to affect fishing until the year 1920; and wher as, there are many return ing soldiers vhose occupation is that of fishing, ana tnis act win give aa dltlohal employment to them; and whereas, there Is grave danger thru unemployment at this time. Y., In regard to extension of time of Government ownership of railways. We think the resolution adopted by above lodge is a very good one and that it would be well for alt of our subordinate lodges to take similar action: "Whereas, It Is a known fact that the railroads in the hands of the pri vate owner were incapable of fulfill ing the duties of public carriers with anv degree or success; Whereas, The management of the different railroad systems time and time again declared it was impossible to find the money for the betterment and up-keep of their, properties, and the improvements necessary for term inal and roadi facilities; Whereas, Under private' manage ment there was embargo after em bargo placed upon necessary freight movements througout .the wholo country; Whereas, Through private managp ment and private manipulations there were many railroad systems placed In the hands of receivers; Whereas, Through state laws of various states threre was no uniform ity of tariffs and restrictions upon rairoads which created little short of a national disaster; . Whereas, Under private manage ment the worker was enslaved by low wages and poor working condi tions without any redress, except through strikes and the attendant in convenience to the public; Whereas, The private management of railroads maintained a policy of the "public be d-nined", and this po licy did not work, ether to the con venience or benefit of either shippers or recevers, thereby havng a tendency to. increase tho cost of living to the workers ana tne pumic in general Whereas, The managements under private controlled roads Impoverished the systems by paying high salaries to unnecessary officials and corpora- tion lawvers and lohvists: Therefore, be it reBolved, That Lo cal No. 906, of the United Brother hood of Maintenance of Way Em ployes and Railway Shop Laborers of Binghnmpton, N. Y.,. hereby demand that you. as Senators and Congress men of the United States, elected by popular vote from this district do in future make every effort 'in your power to have the railroads remain under government control or undor government ownership.
