At Christmas time It la customary to eniiiliuslo the virtues of ikjiiio mid good will, nut only among Indivi dual but between nation una nuuon unci that la well. Hut there Ik no disputing tho fact that not for many years have International poli tics been so forbidding as they are at the present tlmo. There Is civil war In China, with no telling what the end will bo; savage war between Italy and Tur key, nniiryl Reeling, nrtHtrust and jealousy between Germany and Kng luud, and unpleasant and unsatisfac tory relations between this country and Russia over the Jewish question, and friction botweon Russia and Persia. Truly conditions are grave. Yet It would be foolish to tuk3 a pessimistic view of things. In spite of much to cause anxiety there la also much to cheer and impiro con fidence, and this feeling Is Increas ed when one compares present con ditions with what prevailed n cen tury ago, Progress toward universal peace Is slow but It Is sure. The Christ spirit Is being diffused more and more und the world Is every day becoming a better place in which to llvo. Even In the present conditions re ferred to there Is much that Is hope ful. Although no one can tell with certainty the outcome In China, yet In all probability It will make for enlightenment and liberty with their consequent blessings. As to Ger many and Qreat Hrltain the crisis hua passed and although tho rela tions are yet strulned, time, patience nnd wise statesmanship will cause the angry passions to cool and be succeeded by a better understand ing. War between the United States and Russia is unthinkable, and doubtless the latter country will in time give up her obnoxious dis crimination against American Jews. Even tho conflict In Tripoli - must soon cease us tho pressure exerted upon the combatants by neutral pow ers Is more fully displayed. So, then, regrotable ns many things are, there Is more light than darkness, more of poaco than war, more good will than estrangement and, without reservation of any sort, lieoplo may sing their Christinas car oIh, enjoy tho blessings of the seas on, and faco tho coining year with hope and certainty. tlTTLE CHRISTMAS CHEER. Yesterday n big husky tramp wan dered down Main street, and passing a place In the stroet where somo children had been playing, he noticod two hnlf-eaten apples In the filth and dirt of tho street. No one hap pened to bo passing along the street at that time, so he slipped out to tho curb, nnd stooped down, picked up the remains of the apples, wined them off, and slipped them Into his pocket, evidently Intending to cat them luter. It happened that a resi dent along the street wbb looking out of the window (a woman, of course) ana witnessed tho action. 8he told her husband about It, and both oro wondering It thoro Is nnv need for anyone In Hnseburg at this imrlsunns time to pick up food out of the gutter, and whether or not this man was really so hungry that, he could not pass thoao two hnlf- enten apples in tho II It It of the atrrat, Tho man was apparently able-bodied, and why he should choose to satis fy lils hunger us above, Instead of working and living docentlv, Is one of the mysteries of life. If ho was hungry, willing to work, nnd was driven to that kind of food, It Is n sad comment on Rosehurg's citizen ship. Hut In nil probability, he, like many wanderers, prefers to pick food from tho gutterB miliar .than make a determined offnrt to secure It by manual labor. What a tenip- uuion tne many windows of Rose burg must be to such a man, with their displays of good things to eat. Still how little excuse there Is for any man to llvo In such n manner, and how Utile Christinas cheor there must ho In this hobo's heart. The old saying Is true that "heav en helps them that help them selves." but unfortunately there are people so Inr.y that they want heav en or their wives to do all tho work. These are certainly great tluew. Even t'nelo Sum Is "making Rood" 1n the postodlco department all de ficits tho past your being overcome. The Christmas spirit Is abroad- especially In Roseburg. Tho stares have been crowded and merchants report a splendid business. The poor are with us always, and thoro Is no better time than Christ mas to lighten tho henrts of these uuioruiiiaie ones. Th campaign thunder will soon commence to roll. LOCAL NEWS. Attorney O. P. Cosbow nnd wife left for San Diego, Cut., this morning where they will spend Christmas visiting with their daughter.
