A fbee trade contemporary claims to be unable to comprehend how an increase of duty on tin plate may effect a reduction in the present price of the article. As the hindsight" of our respected contemporary is much clearer than its foresight we will point to a nearly parallel case in the past. Not very many years ago the price of Bessemer steel rails in England was from S60 to S80 a ton. The United States put on an import tax of S per ton. This tax, added to the cost of production in England, enabled American manufactures to compete with the English. The result of this competition was a rapid depreciation in prices. This depreciation was due in part to improved processes of mau ufacture which were adopted in both countries. But the effect of the heavy duty was to bring the prices down until the American manufacturer con trolled the market. A reduction in the tariff to $17 followed, but the American manufacturers still increased their proportion of the product consumed in the United States. It is admitted now that a tariff tax of 11 per ton is sufficient to cover the difference in the cost of production in the two countries. Samuel J. Ran dall has proposed a reduction to this extent. If our respected contempo rary had been engaged in 1870, or thereabouts, in advocating a free trade policy for-the United States it would have been amused, doubtless, at the proposition to reduce the cost of steel rails in the United States by putting a duty of 28 a ton on the for eign supply," the home production then cutting no considerable figure in the total needs of the country. Yet the price of steel rails was reduced under this 28 a ton duty and still further reduced under the present duty of 17 a ton. .The industry would be safe now under a 11 a tbn duty. . But a 11 a ton duty would not hive been suffi cient at the start. As England con tinues to send us tin plate with a duty of one cent a ponnd,yr"20 perton,' so it would have continued toserfd us steel rails under a duty of 11 per ton. We are not sufficiently familiar with the process of the manufacture of tin .to judge whether competition would produce results nearly to those recorded in the steel rail industry. It is certain that under a duty of two cents a pound tin plate manufacturers flourished for a time, but they did not reach the point at which competition could be maintained on the lower rate of tariff. Taking the history of the steel rail production as an example, there is reason for the conclusion that with a duty equal to the differ ence in the cost of labor in this coun try and in England the tin plate in dustry might be transferred to this country. Portind, Sept 2L N. Anderson fell from the Southern Pacific train this morning near Turner and was instantly killed. Anderson is from Ijos Angeles, and was going with his young wife to Seattle where he has a brother living. Thirty-two delegates to.the national conference of charities and correc tions which recently convened and adjourned at San Francisco, arrived in this city by overland route at 10:45 this morning. The party is in charge of J. M. Hunt of Chicago, who at tended to all passenger matters and securing accommodations of all kinds. - The jury in the case of James Turk is still out. No likelihood of agree ment. -The old mechanics pavilion is to be turned into a huee lodeine house during the industrial fair season,, and will accommodate 1.000 nersons. " Part of the sale of the personal property of the late Ben Holladay was made to-day. THE TBXZXXXAIi CONCLAVE. Washington, Sept. 21. Chairman Parker of the committee in charge of the Knights Templar triennial con clave, makes the following statement as to its success: "It will be the larg est one ever known in this country. The conclave at Chicago in 1880 is said to be the largest one up to that date. It was stated that there were then 17,000 Templars in line.- In San Francisco they had about 5,000 Knights in line, and in St. Louis there were 8,000. At the Washington con clave there will be 22,000 Knights in the parade. Beside this it has be come widely known that the general public can come here at the same rate as the Knights, one fare for thel ronna inp, ana x tnereroreconnaenuy expect that from 150,000 to 200,000 ex cursionists will be attracted here by the conclave; Tickets will be placed on sale several days before the en campment meets and will be good un til the latter part of October. There will be a larger representation from the south than ever seen at the con clave; from the New England states it will be the same. The grand com manderies of Massachusetts and Rhode Island will bring 2,000 Knights. The representation from Ohio will be large enough to make one of the grand divisions and you can say the same of Pennsylvania and Illinois. Then there will be a very large dele gation from the great northwest, al most out of the world. The south west will also be well represented, while the Pacific coast, as usual, will send a large number and entertain magnificently." SPANIABDS SEIZED AT MOROCCO. Madrid, Sept 21. The captain, four sailors and one passenger of the Spanish vessel captured by the na tives off Morocco have been carried into the interior, to be sold into slav ery. The Spanish government will peremptorily demand their release. ".WHAT A "SUNDOWNER" IS. Waskekgtok, Sept 21. Captain Schley, recently chief of the bureau of equipments and recruiting, and now in command of the new cruiser Baltimore, which made such a suc cessful run last week, was at the navy department td-day. He was greeted on all sides with congratulations up on the great speed of the vesselj and he assured his friends that there is no better or swifter war vessel afloat He said that in his opinion the ship made even greater speed than ap peared from the record, for he be lieved that the patent log with 250 feet of "line on it, was skipping out of the water half of the time. He called his ship a "sundowner, and when asked what this meant, he explained that a "sundowner" is a ship that makes such fast speed when she goes west that the sun never sets on her, and there is always daylight on her decks.
