Mayor Page made a few remarks at the close of last Tuesday evening's council meeting tliat deserve com ment He, in substance, said that -while a spirit of enterprise and improvement was commendable, yet a due regard to the state of the city's finances would suggest the contined practice of econ omy. This is so; experience shows that nothing is easier than for a young and ambitious city to go into debt, and nothing more irksome than that same debt when saddled on to a municip ality. At the last council meeting before last Tuesday's, provision was made for the raising of a moderate sum for the expenses of the current year. At last Tuesday's meeting steps were taken to spend about $5,000, no part of which was taken into consideration when the tax of eight mills was levied:- The purposes for which the $5,000 is proposed to be devoted are good and necessary. The city needs west ern outlet;- and the condition of the city cemetery is not conducive to civic pride; it is a part of wise and prudent economy to cause such improvement to be made. But there are other proposed ex penditures of doubtful value. E5on omy is simply good management: sometimes it is good, true economy to save twenty-five cents: other times it is economy equally good and true to spend five thousand dollars. We must all cut our cloth according to our measure and consult our needs in preference to our wants. Presuming that the $3,000 to be paid Mr. Trullinger for a strip 800 feet westward from his office is all that will have to be paid entirely for a much needed extension of First street westward, the money is well in vested. If, as is claimed, it will in volve the payment of proportionate sums to other adjacent property own ers, then the $3,000 can only be looked upon as a starter toward what is year ly becomiug more and more an im perative necessity the western ex tension of First street to connect with the western part of the peninsula. It will, however, probably, be ulti mately found that with the Astoria and South Coast Bailway Co. aud the Astoria Street Bailway Co., both hav ing rights of way across the GO foot strip bought by the council last Tues day night, that that strip will par take more of the nature of a curving causeway for those two lines, and not enough of a straight and unobstructed thoroughfare to fill the requirements of two and four wheeled vehicles. Because of this the council will doubtless have to soon begin the cut ting of Second street westward, for it is on that line that the city must ulti mately depend for westward connec tion for all sorts of traffic that doesn't move on iron or steel rails.
