If the removal can be made it will probably be a good thing for Ore gon, but he has stuck so long that it appears impossible to locate him anywhere else. mt m If five years ago, says the Ore goniaii it had been announced that a. gap of only twenty-nine miles lay between the Oregon & California's southern terminus and the California & Oregon's northern terminus and that there were good prospects for a through rail line within five months, it would have been the occasion of much rejoic ing. The people would have hailed it with shouts of gladness over deliverance from isolation. Nonr the connection of these lines will be an incident merely in the ihjs&ry "of -Oregon, though it may prove the most important agency in developing the state. When the gap is closed, Oregon will be in the Southern Pacific's great sys tem, and it is the Southern Pa cific's policy to fill the country tributary to its lines with popula tion. So, while the completion of the California road 'will not create so deep an impression on the pub lie mind as did the driving of the last spike of the. Northern Pacific, the results may be wider reaching and far more beneficial. Time will tell. The state department is report ed to be carelully considering the question of the jurisdiction of the ..United States fur-seal fisheries. All the correspondence touching .the fisheries has been carried on directly with the government - of Great Britain. This fact, it is be ' lieved, will explain the delay in '-hearing from the state department, of which complaint has been made at Ottawa. The United States laws under which certain-British vessels were seized by the revenue cutter Corvoin last season are more than twenty years old, and the question of a conflict between them and the law of na tions is one difficult of settlement. The fact that this question has been raised, strengthens, the de--partment.of state in its determina tion to continue to pursue the temperate course it has so far fol lowed in its negotiations with Great Britain concerning the Can adian fisheries. The vast Alaskan fisheries are "thought to be quite as important to this country as are the Nova Scotian inshore fisheries, and the state department is necessarily obliged, to shape its construction of the laws and trea ties so as to preserve the right of the United States to the exclusive enjoyment of the Alaskian fisher ies, while maintaining .the treaty rights of our fishermen in North American waters. It is held that Ihere cannot be two constructions of the law, and any position assumed by the department must aop'v equally to Atlantic . and Pacifio waters. An Eii d to Bone Scraping:.
