J (Oregonlanj Following is the new tariff on west bound freight from St. Paul and .Missouri river points to Port land, which was agreed upon by the transcontinental lines on the 16th inst. In makinjr comparisons between the new tariff and the present one, it should be remembored that the present tariff is obsolete and has not been in force since the disso lution of the transcontinental asso ciation a year ago, and the war of rates which followed. It serves only as a basis on which to cut rates. The general rule has been to make the rate 50 per cent, of the tariff, with a minimum of 50 cents per hundred. Take, for in stance, first-class freight. The ap parent increase is 50 cents a hun dred. In reality it is $2.25, because the rate at which first-class freight is carried is $1.75, not 83.50. This class includes dry goods, clothing, boots and hhoes, and merchandise generally on which the freight does not cut much of a figure in the cost to the consumer. With agricultural im plements the rate is incroased 222 per cent. Under the present class ification they come under class A; under the new7 under fifth class; present cut rate, 70 cents;. new rate 2.25; increase, $1.55, which will amount on each reaper to a little more than $7.50. The "reshipped" rate of the O. It. & N. from Portland will be can celed on the 1st of April, and the local rates will be the only rates. These" have not yet been fixed, but uqder the Hoult law they can not be made higher than they were January 1, 1885. As transcontinental passenger fares are made up by adding to gether the through rate of each line there is no reason for any change, and none will be made, either east or west bound. Only In isolated instances have fares for alorig haul been less than for a shorJLhaul. People who want to ?b from some Atlantic to some Pacific port, as a rulo do not prefer the v.oyagein sailing vessels around Cape Horn, even if it is cheaper, as do iron rails and car wheels. Beyond discussing the matter, no action has been taken by the transcontinental lines relative to freight rates from Pacific coast terminals to the" east, and it will be no easy matter for the various lines with an inflexibjo tariff to protect themselves against ocean competition on-some classes-of lo cal freight, hold their local busi ness up to a profitable rate, en Courage some weak manufacturing enterprises on the coast, and still get a, satisfactory rate on through business. The principal traffic from Portland east is wool, salmon and lumber, and each has to be treated differently. Wool is going .to be a difficult problem to solve. Both the North ern ana tne union iracino nave a considerable local traffic. Under the interstate commerce law they cannot charge more for wool to New York from Montana, Idaho or eastern Oregon than from Port land. To secure the Portland wool ocean competition must be met. The question which the railroads have to consider is this: Which will be the mo-e profitable? To transport all the wool tributary to their lines at a low rate, or to charge local tariff from interior points and let the wool at termin als go east by sea. The salmon question is simple, i us all of it originates on the coast, and the great bulk is shipoed to the Atlantic seaboard. Only ocean competition is to be met. Geography will solve the prob lem of lumber. Hitherto the Un ion Pacific has pursued a very lib eral policy, and Portland has been so favored that she could compete successfully in Colorado, Wyoming and Nebraska with lumber manu factures in cities 1,000 miles nearer to these places than is Portland. In future our mill men will be able to reach out only to the dividing line between northean Michigan ant western Oregon. It is thought, hgwever, that Portland lumber can get a little bit across the line,Jsay as far as Denver, which is a good market. The interstate law will not affect lumber bought here by the Union Pacific railroad and shipped as far east as Omaha. How the Indians manage to kill so many deeras explained by the Farmington, tW.
