Field, H. Olsen, master, came in yesterday afternoon from Tillamook with a load of salmon. Elmore, Sanborn & Co. have been appointed sole and exclusive agents of the White Star Packing Co. for '87. The Abercorn is 67 days out from Panama, and by her non-appearance last Saturday has forfeited her char ter. The Portland Democrat thinks that if AY. A. Thompson wouldn't gamble so much he could pay his op era troupe employes. The regular snow programme so far this week has been a fall of an inch or so in the early morning hours and then a thaw and drizzle and slush the rest of the dav. On the first page of yesterday's News is a big spread eagle and a very creaitaDie spread or foreign and home telegrams by Postal Telegraph and Mackay-Bennett cables. Have you been around to Foard & Stokes yet to put your name down for five shares and two or three more for your wife or sister or mother, in the Astoria building and loan asso ciation? Owing to the quick dispatch given the grain fleet and the detention of vessels on the way the shipping Hat at present is a meager one. There are no vessels at Portland; about half a dozen at this port. A railroad down the south side of the Columbia from Hunter's Point to Astoria with feeders running into the fine Columbia and Clatsop countv timber would be a big thing for thfs section of the state. Gov. Pennoyer has the appointing of an entire new set of county officers in eaoh of tho newly created counties of-Malheur and Wallowa, and the pipe laying going on in eastern Ore gon is said to be extensive. Steps are being taken by state su perintendent of public instruction E. B. McElroy to formulate a uniform series of school registers, blanks, forms, etc., to be used in the public schools throughout thefctate. Messrs. Church and Harmon de sire to take this method of acknowl edging the receipt of tho handsome testimonial, the gift of their friends and well-wishers, last Tuesday even ing and their hearty and thorough appreciation of the kind remembrance and the kindly feeling that prompted it. There will be a special election in this state on the 15th of next Novem ber on which day the people will vote on three proposed amendments to the constitution of the state; 1st, prohibiting the sale and manufacture of liquor; 2nd, raising the salaries of state officers; 3rd, changing the time of holding the general election from June t ) November. The knitting contest at Luigi Serra'e yesterday afternoon between the two champions attracted consid erabte of a crowd. When Frank Bacorich had knit across nine times Peter Brown had knit across eight times, and gavo up, the champion ship and the coin being awarded to the former, who now wears the belt and challenges any and all com petititora. ITALIAN EARTHQUAKES. Rome, Feb. 23. There were two earthquakes in the vicinity of Nice this morning. In many places throughout the city walls were cracked, and many tenements are re ported destroyed. The earthquake disturbance was general throughout that part of Europe. BISMARCK ENDORSED. Berlin, Feb. 23. Latest returns from the election held on the 21st, for members to tho reichstag, give 170 septennista, to 103 opposition. Important to Ladies. During a conversation with Gener al Anderson yesterday, he stated that the people of Astoria wanted the Northern Pacific Bailroad company to build a road from Hunter's Point in Oregou along the Columbia river to Astoria. It is upou the solicita tion of the dear people of that city that the railroad company is looking into the matter. General Anderson stated that the length of the road from Coffin rock, which is a short distance below Hunters, to Astoria is about fifty-six miles. Although the line has never been surveyed, he thinks that a xoatl might lie built without much heavy work. When asked hi3 opinion as to whether he thought the construction of this road would affect the shipping upon tho Sound, he said no. General Ander son expects to leave Tacoma in a few days for Oregon in connection with this matter. The city counoil met in adjourned session lasfc evening, five members presont. Minutes of previous meet ings read and approved. A petition was read from several citizens" asking that an oleotric light be placed at the intersection of Geu- evievo and Cbonamus streets; referred iu uummiutu on.puouc property witn power to act, A communication wa3 read from chief engineer Worsley, calling the attention of the council to the neces sity of building a cistern for tho use of the fire department, and making tho following suggestions for an ad equate supply of water for firo pur pur eoses: "By laying a 5-inch pipe line from the intersection of any street in the city, said street not being over 30 feet above extreme low water mark, then by bringing said pipe line up to and on a level with the street with a connection for the suction ot the en gines, and by placing a foot valve and strainer on the lower end of such con tinuous suction pipe. Such pipe as will do the city service in this con nection for 25 years, can be purchased for about 40 cents per foot, and foot valve for 14. Then you will see that a pipe line which will never fail and which can be made to have connec tion on three streets instead of one, can be constructed for less expenso than a wooden cistern can be con structed for at tho4 intersection of Jefferson and Genevieve streets to hold 23,000 or 30,000 gallens: and a cistern at this point would be as cheap to construct as any in the city, with an approximate cost of 450 or $509. Attached you will find a draft of such contemplated continuous suction pipes." On motion, the com munication was received and referred to committee on fire and water. Councilman Cleveland thought that it was more economical to have the proposed pipo line than to build cis terns, and as a member of tho com mittee on fire and water asked for a little more time for consideration, which was granted. Tho committee on public property reported the city sexton's report for January correct. Au ordinanco amending ordinance No. 452, was read first time and re ferred to health committee. Tho ordinance taxes commercial travolers $10 a week or $75 a year. The following claims were ordered paid: WTilson & Fisher, 85 cents; B. B. Marion, 50 cents; A. Y. Allen, S3.70; Jas. Gill, S1.20; J. F. Halloran &Co., $52.74; Van Dusen & Co., 84.30; Astoria Gaslight Co.. $11.20; B. S. Worsley, 310; E. B. Hawes, 311.73; Griffin & Becd, 31.30; Holt & McCurtrie, $8; Astoria Gaslight Co., 3190.87; Stevens & Petty, 33.40. On motion the council resolved it self into a committee or the whole to hear tho case of B033 vs. Grubb. Councilman Carruthers a3ked if an officer of the city could bo tried by a committee. City attorney Noland said that a city officer must be tried by the council and not by a commit tee. A. Y. Grubb was called en: Councilman Carruthers thought it was but right to have tho charges read that had been preferred against him. This was done. Then coroner Boss was sworn and made statement to the following effect: that the facts m the case were as stated in his pre vious communication to the council I complaining of the city sexton and asking for his removal. He then re counted tho experience of Februarv lath, when no grave was dug as di reeled, and delay was caused to th' serious inconvenience of the fni.erat cortege. City sexton Grubb the cross examined the complaining wit ness. Coroner Ross then vacated the witness chair and city sexton Grubb took his seat therein and the trial proceeded. Councilman Berg man asked him did he prevent the fu neral cortege from coming in tho cemetery. He said "yes." "What did you expect to with the corpse?' "I didn't care; it wasn't in my charge." He said that the coroner owed him $15 or 20 for digging graves in Jan uary and had been refused payment by the coroner. After considerable discussion it was moved by council man Fnlton and seconded by sexton Grnbb that the sexton be removed, which was announced by .the mayor ns being carried. The 'chairman of the committee then reported that Mr. Grnbb had been "fired.' On motion the report was adopted. On motion of councilman Cleve land, Geo. Fruit was elected sexton to fill the vacancy. A communication was rend from the committee on health and police, charging chief of police Twombly with misdemeanor and intoxication, calling for an investigation, and that the chief of police bo suspended dar ing such investigation. Councilman Cleveland moved that tho report be accepted. ConncilnianPulton moved to amend to the effect that the report bo laid on tho table. The vote on the amendment stood ayes, Carruth ers, Fulton, Sherman; uaj-s, Clove land and Bergman. So the report was laid on tho table. The question of lighting tho back streets of the city and the other streets not now lighted by electricity, with gas and coal oil, came up. On motion it was decided to have a con ference with the Astoria Gaslight company it being understood that it would take 17 gas lights and 26 coal oil lamps, tho lights to be lit at once and a formal contract entered into at tho next meeting of the council. Councilman Cleveland then brought up the matter of the boiler of Astoria Engine Co., No. One's engine, which is in a bad way, and thought that the boiler should be put in good condi tion at once. Chief engineer Wors ley made the statement that a new boiler for that engine was an imme diate necossity and should be ordered at once. On motion of councilman Cleveland the matter was referred to the committee on fire and water with instructions to make inquiry re garding purchase of new boiler and make report as soon as possible. He further moved that the committee be empowered to make such inquiry by telegraph. Both motions were agreed to and the council adjourned. Try Fabre's celebrated pan roast. ' DEPARTMENT ENCAMPMENT. The G. A. R. aud Woman's Relief Corps iu Annual Conference. Yesterday thera was a meeting of the G. A. R. for the Department of Oregon. Eighty-six delegates are in attendance from Portland, Astoria, Salem, Albany, Roseburg, Corvalbs, North Yamhill, Sil verton. Newport. Tho Dalles. Tillamook. Hood River, Pendleton, Centerville, Lex ington, Baker City, La Grande and Hun tington. In the department of Oregon thoro are thirty-nine posts representing a membership of 1,222. Tho council of administration met at 10 o'clock a. M. in Grnd Army Hall. After the transaction of routine business, an adjournment was had until lo'olock. At 1 o'clock the meeting reconvened and the afternoon was taken up with tho reading of tho reports of officers and the referring of tho same to appropriate committees. The election of officers was made the special order of business for to-day at 1033 a. m. Action will also be taken on the dependent pension bill. Messrs. Hirsch and Wnlsh, who repre sent the Roseburg Post, each lost an arm during tho war. Yesterdav thev oc cupied adjoining seats during the pro ceedings, and when anything occurred whicn uemanded applause, they clapped their hands together to express their ap probation. It was such a novel sight that itattractcd considerable attention. WOMAN'S EELTEF CORPS. Tho Woman's Relief Corps, depart ment of Oreeon, met in convention at Pythian Castle yesterday afternoon. The following officers were present: Presi dent, Mrs. A. E. Caukin, Portland; Sen ior Vice-President, Mrs. Hattio E. Cooper, Astoria; Junior Yice-President, Mrs. A. E. Dinsmoor, Salem; Secretary, Mrs. Fannie Lounsbury, Portland; Treas urer, Mrs. Annie Fishhurn. Portland. To-day officers will be elected for tho ensuing year. News, 23. Of Interest to Seine Men. A case was decided by Judge Tay lor in this city last week which is of interest to men seining on the Colum bia river, and others. Sometime ago J. G. Elliott bought a tract in front of Elliott's Landing, and about a mile out from the Wash ington territory side of the river, nearly opposite Brookfield. known as Miller's Sands, from the state of Ore gon, getting a deed therefor. The tract in question is soinincr sands. bare at low tide. Ho afterwards brought suit to restrain Wm. Stewart and others from using it for seining purposes. Tho fact was fully proved that he had bought the land or w'er from the state and paid the staL its price for if. The decision of the court, in effect, is, that the land is not such "tide land" as the state is authorized to sell; it is not "adjacent to and contermiuus with" the river frontage or shore line of Oregon, and, also, that the state has no jurisdic tion in the mattor of lands or sands that lie beyond or north of tho mid dle channel of the Columbia river.
