Washington, Feb. 23. Ding ley, of Maine, presented memorials from the Maine legislature in fa vor of legislation to protect Amer ican fishermen and the passage of the pleuro-pneumonia bill. Belmont of New York, from the committee on foreign affairs, re ported the house substitute bill for the senate retaliation bill under special order, and asked immediate consideration. It was finally de- ' termined that the debate, be limited to three hours. Bel mont opened the debate, dwelling on the importance of the object on which the house was now asked to act. The question of the fisheries was one that had engaged the at tention of our government from its- foundation. Though from time to time temporary arrangement for the settlement has been made, it has now reached a point where it has again demanded the serious consideration of the country. It is not a mere commercial question, simply affecting the restriction of American hshermen. It is an im portant question whether the United States is willing to acqui csrp in the repeated violations of the treaty. He briefly sketched the cause of the Canadian legisla tion, and commented upon it in the light of the corresoondence re cently published between Great Britain and the United States. Soon after congress adjourns the fishing season will begin, and in self defense the power defensive in retaliation should be conferred upon the president. There has been no question in the senate as to the advisability of giv ing this power, but the bill, as it came from the senate, is open to certain objections.! v e nave certain rights to the deep sea fisheries which no other nation except Great Britain herself pos sessed. It is but fair to the exec utive, that when congress placed upon him great responsibility, it should be conferred in distinct terms. This he did not think the senate bill did, therefore he fa vored the adoption of the substi tute. Rice said this should be no par ty case, but the? case of the entire nation. The -senate bill was not a party bill, but had been passed af ter careful consideration and able discussion by the vote of the sen ators on both sides of the chamber. Something must be done to pro tect our national honor. During the past year 100 of our vessels had been subjected to search, and some of them seized by the Cana dian authorities for touching Ca nadian shores for the purpose of trade. It is a verj vital question with American honor whether any Canadian officer possessed such right of search or seizure. A ves sel named Grove r Cleveland had been "stopped, and a vessel named T. JT. Bayard had been warned off as a suspicious character. He thought one year of exclusion of Canada's fish would end the out rages. The substitute then "by a vote of 135 yeas to 123 nays was agreed to, and the bill as thus amended was passed by a vote of 252 to , Dougherty of Florida, voting nay. The bill differs from the measure passed by the senate by including provisions "which prohibit the transportation of Canadian pro ducts or the moving of locomo tives, cars, etc., into the United States Useful and Hurtful Bledlciue. A laro-e number of contests are still to be held, and the government majori ty no doubt will be further de creased. Among those elected as conservatives are a number of inde pendents and bolters whose votes can be considered sure for Sir John Macdonald in the event of a vote of confidence on one of the the issues of the Dast session. From the complexion of the newly elected house it is generally be lieved that Sir John must secure new converts or appeal again to the country in the hope of secur ing more seats. Loxdox, Feb. 23. Railway traffic is suspended be yond Savona.
