The inmates of the asylum now numbor slightly more than 1-00. and the institution hts capacity for about 150 more, so that the state will not be at any considerable ex pense for improvements in the near future. Aside from the usual repairs of ordinary wear, the ex pense will be chiefly for mainte nance. The cost of maintenance is about 10 per patient per nw nth. which is considered a reasonable rate, in view of the fact that most of the inmates are in a measure helpless and must receive individ ual atttention. or of reeling unnecessary or un- osiial avenues of expenditure to get rid of it. For the fiscal year ending last July there was a sur plus of $77,717,984. The esti mated surplus for the current fis cal year is $100,000. Against this there are unsettled claims against the government growing out of the Spanish war, some refunds to be made of duties improperly col lected, and some uncertainty as to what disposition congiess may make of the duties collected on Philippine commerce. The state of Pennsylvania has just estab lished a claim of $700,000 for ex penditures during the civil war. and with the precedent thus es tablished the secretary of the treasury estimates that from $, oOo.OOO to 6.000,000 will be re quired ta satisfi all the states. All this, however, is in the fa ture. There will doubtless be a river and harbor bill passed at the present session, but with all claims that can possibly be anticipated there is no reason to doubt that the ordinary revenue will be amply sufficient The surplus already accumulated is more than ample to meet all these possible demand , , . ... ., , and still leave a large working berr, and whv did they go armed.' . - , ' (balance in the treasury.
