These rabbits are principally h'acktails and they breed much faster than the jacks. It is a matter of business witb the stockmen to get rid of these animals as tbev clt-an out the range equal to a band of sheep. Not like the rabbits in Australia which are such a great pest, devastating an immense territory, the black tails do not brjrrough in the ground ami are comparatively easy to get rid of. COURT HOUSC WORK. The New Building Will Net be Cam menoed Until Spring. Judge A. (1. Bartholomew and Com missioner Kd. C. Ashbaugh have re turned from a trip to the Willamette valley, where they have been inspect ing several difl'eient court houses for the purpose ot getting ideas and infor mation to aid in the plans and specifica tions for Morrow county's new court house, and as Judge Bartholomew stated, to profit by the mistakes of others in the construction of the new building. They visited Salem, Corvallis, Pallas, Oregon City and Moro, and before t turning, they made a trip to Seattle on private business. Judge Bartholomew informs the a zkitk that work on the new building will not be commenced before the first of April, and possibly not before the first of May. Vlewa of an Outsider. Mrs. Robert Beard of Lewiston, Idaho, is in the city for - medical treat ment and is being waited upon bv Pr. MiS words. The fol lowing excerpts are taken from the article: "A view in tbe Main streetof tbe town by daylight from October to May from whatever standpoint, is invariably picturesque. Ranchers for 20 and 25 miles around are in once a week at least and coming on different days, from dif ferent sections, from one end of the week to tbe other, they are in evidence. They come in backs, in carriages, and on horseback, and the times of arrival and departure will vary so that all day long, like a "moving picture" in a show, one beholds the composite exhibit, ranchers who dwell in the country, ranchers who dwell in tbe town, per ambulating the sidewalks, or crossing tbe wsy, entering the bank or tbe stores, passing in knots to converse; herdsmen, rancb bands, travelers, some alighting from their horses, some mounting to depart, yoang ladies riding leisurely through tbe village, tbe ob jects of admiring glances. There are some fine residences in town, and a large number of comfort able ones. There is a solid population of eminently respectable eitisens, a half dozen ehurcbes, jet there is no place where young men can congregate and come in contact witb that wbich tends to slsvate tbem mentally and spiritually. If he's a stockman, he hires help who bang around witb horses, cattle or sheep. They wosld have corns upon their arms and backs, bat for tbe fact that they ride into tewn, and by change of position keep op ths circulation. The proprietor is usually a man of keen bus iness instinct, but bo never exerts him self physically. Tbs rancher who raises grain, bestirs himself somewhat to get in tbe wheat crop, lhis is necessary, bat tne amount of manual labor required, is not alarm ing, and rye can be raised year after year on tbe stubble. Tbe grain ranch er, like bim of tbe stock ranch, waits a portion of the year for his staks. Nine teen times in 20 he makes it. Money flows in to bim. All of tbesa (ranchers) have their bank accounts, aod can draw their checks for any reasonable amount. The whole tendency ol things is to make one Micawberisb. 'I wonder indeed, why tbe public spir ited citizens of Hsppaer, who are not a few, have not moved ere now for the es tablishment of a public library and reading room. A good many young men, whose lives bow bid fair to be blighted by tbe drink habit and attend ant evils, might otherwise bs saved for careers of usefulness. ''The schools of ths manicipality are generously festered. My friend, J. H. Hager, who is chairman of the board of directors of tbe public sebools, informs me thst the central building cost $.3,000, and qaite $0,600 is annually appro priated for the expenses of maintaining the department. The teachers' salaries amount to $4,500. Thsre is, too, genu ine interest manifested on ths part of tbe ranchers far and near, and many of the pupils will be found to have been brought in here by their parents, ex pressly to afford tbem advantages wbich tbe isolated position of the ranch house forbade their otherwise enjoying.
