Production of wheat in Argentine, Australia and New Zealand for 1916-17 was 30per cent below normal, according to a table to the bureau of crop estimates from the international institute of agricul ture at Eonie' today. The production of the wheat in the countries mentioned for that period was 22(5,274,000 bushels. The ukase also confirmed previous announcements of a constitution for Finland and ordered immediate aordi- cation of rich a plan, providing for early coiivolatiou of the Finnish diet to this end. New Russia proposes to raise a great "libertv loan," Leaders of the provisional gov ernment today aaid plana were under way for floating of such a bond issue to De subscribed by the peoplo of Russia. Carrying forward its policy of unit ing the penple, the provisional govern ment touay issued tnis appeal to the armv: "The people of Russia will be able to carry through successfully a reor ganization of life nt home provided iney are well uereiuled from an outside enemy. "Tho government is confident that the army, mindful of this fact, will maintain its power and solidarity of J discipline intact, and will do its ut most to bring the war to a victorious end." Russian Troops Pleased. Petrograd, Mar. 21. Hussion troops at the front received news of the over throw of. the autocracy and setting up of a democracy with acclaim, accord ing to dispatches received today from field headquarters and 'made public by the provisional government. The troops were mustered in the public square, to which point they had marched carryinured flags and sing ing the "Marseillaise." At the request ot Grand Duke Nicholas, commander in .chief of the army, General Alexeiff chief of staff, read the czar's declara tion of abdication and exhorted the sol diers to loyalty to tho new govern ment. " L. Bean of Eugene, representative from Lane county, father "of house bill 302, whieh bill is to tax the Qrogon and California Grant Lands in the face of the action of congress that title to the lands ha reverted to the United States Government, won out against Attorney General Brown yesterday in Judge Itingham'a rourt when the mat ter of the ballot title was argued. Kepresentative Bean protested against the title prepared by Attorney General P-rown because he asserted the attortiey general included in the title matter that was not ia the bill and an argu ment against the measure. Representative Beau appeared before the court in person and by Charles McNary, Lis attorney. The attorney general was present in person, and argued his case. John Bingham, after hearing 'the arguments, found for .Mr. Bean in that the balltn title a prepared by the at torney general was insufficient and contains matters and recitals not found in the body f the measure. A special agency dispatch from Petrograd today declar ed that the new provisional govern ment had ordered the former czar and czarina deprived ."of their liberty and brought back to Tsarskoe-Selo. .. At the same time dispatches were received here stating "on authority of official circles close to the czar" that ho "would soon rejoin his family at Tsarkoe-Selo. The general staff pithc army has in Its hands detailed plans for a complete and immediate co-ordination of all tele graph and telephone systems. . Instan taneous communication with distant points will be established i'rom army and navy headquarters to expedite an anticipated mobilization of the nation al guard, naval militia and the At lantic fleet. The matter of 'financing the expected call to arms is under way at the treas ury department. The first step will be the issuance of 100,000,000 in bonds authorized in the last naval bill to meet a national emergency. Congress is. expected to empower is suance at once of another gigantic bond issue. While-"the navy department has ade quate funds to cover present naval plans, an emergency appropriation of $115,000,000 to cover speed up meas ures on the new warships and addition al submariuo chasers, shoiid congress direct a more extensive preparation, the department Hps aid it will ask and get more money. Universal Sendee. Senator Chamberlain conferred .with Secretary of War Baker today relative to his plan for universal service. Doubt exists among military men that the intricate machinery for put ting universal service into practice could be placed in motion under two years. This would, of "course, require pdop tion of the volunteer system at least temporarily, in the present crisis, should troops be needed. Before the universal system could be- established, military men saj', the elig ible male population ' would first have to be listed, under methods similar to taking of the national census, and it has been auggested some skeleton form of universal service might be rushed into operation. Military men fear a call for the mili. tia or for volunteers at this time would upell the death of universal service for many years to come. It would, in sub stance, be further endorsement of the traditional volunteer system and consti tute a national expression of confi dence in it at a time of-, peril, they sav. UNDERTOOK 10 JUMP THE CJTrS LANDING Skinner & Bushnell Started to Plant Anchor In Ferry Approach The night was cold and dark ojid' dreary and the rain fell and the winds were never weary. This is not the opening of the first chapter - of a dramatic novel entitled "The Crossing of the Ferry," but just a preliminary remark to what happen ed last evening in connection with the dispute and difference between, Skin ner & Bushnell, who would like to run a ferry and tho county of Marion and the city of Salem, endeavoring to ar range for a free ferry. Having refused an offer to buy their ferry and not making terms satisfac tory to the city and county for the op eration of a free ferry) Skinner & Bush nell, attempted at 9:30 o'clock last night to dig a largo holo in the eenter of the landing prepared by the county between Court and Chemekcta streets, whereby they could anchor a cable by which to operate a ferry regardless of the' wishes of the authorities on this side. Watchman Was There. Beginning with about $1:30 Inst eveu ing th story runs along as follows: An ticipating that some such move might be made in the darkness the city and county had placed a watchman at the lauding place on this side. At 9:30 o'clock last evening the watchman no ticed several men digging a hole in the center of the landing place. Haid watch man approached Mr. Bushnell and his men and suggested they weren't doing exactly right- He was informed that it would take more tjiau one man to make them quit. . The watchman then got in quick com munication with the city and county officials and within a short time there appeared on the scene Dan J. Fry and Fred Steusloff of the special commit tee appointed by President Albert Of the Commercial club; Judge Bushey of tho Marion county court; James Culver, county road supervisor; Walter L. Spaulding, representing the Spaulding interests, and J. A. Folnud, of the night rjolice force. Told What Would Be Done. Mr. Bushnell was informed Wat ho was digging without either tho permis sion of the city authorities, which is contrary to ordinance and that he had no permit from Mr. Spaulding. "What will you do about it if we don't quitj" asked Mr. Hliinner. He Was quickly informed that hp would be arrested and thrown in jail. Then Mr. Skinner came from the other side and after a conference about midnight, they picked up their tools and left for tho west side of the river. The city and county officials held council. and decided to fill in the hole, and station a policeman at the landing to notify them if any further efforts wore ninile fo secure a cable landing. Would Stop Tree Ferry. The Spaulding Logging company owns the land along tho river bank and it hag granted a franchise free to the city and council for the purpose of op eration of a ferry for benefit of the public. The life of tho franchise is during thstimo until a new bridge shall have been constructed. As it now stands, no one can place a cable support or land on this side of the river withoyt the permission of the .Spaulding Logging company or the city, as'Water street adjoins the Spaulding holdings. As the ferry is to ho operated free, the general opinion is that it can cross the river and land its passengers on the property on the west side owned oy Joseph H. Albert and cross to the high way over land owned by Pinskney Bribers. .- The Counfy and city officials now are desiroug of operating a free ferry. Aderhold, assitant euginor of Atala, Ala., Esphan Lopez; mess boy; - F. Brown, passenger joseim. .Siberia, quar termaster. The foreigners who perished were: A. Rodriguez, I'orto Bieanj Julio Monterio, Peruvian; T.' Boudoii, Vene zuelan; A. Galium, and E. Dinn'trios, Greeks, and fivte Spaniards. . - The first complete report of arrival of Captain Borum and eight members of tho City of Memphis' crew at, Glas gow was .from the consul there today. I COURT HOUSE NEWS " ; J. M. and J. L. Shaefer filed a de murrer today against the complaint brought against them by Caspar drop per. They assert "the complaint does not state any facts sufficient to con stitute a cause of action. An extension of time was grouted the plaintiff in the case of John Gong against Ton Toy to'filo a transcript on an appeal to the Oregon supreme court. Tho extension was granted until May I by Judge Bingham. Commissions for registrars for regis trations in the various precincts of the county are being sent out by County Clerk Boyer. The clerk first sent, out & request to 'certain people to act as registrars.
