He was accommodated - lut this morning when the officers call ed him they discovered he was insane. He told the officers that a band of girls was after him and had set tonight at 7 o'clock as the time to kill him. He will be taken before Judge Bushey this afternoon fof 'examination. The supreme court has under consid eration today a Portland case In which 51. J, Bollart seeks to have a prohi bition claiiso, applying to a precinct in Portland, placed on the ballot at the coming election in June. It is con tended by the defense that the clause cannot be voted upon until the regu lar election in November. Frank Ward, one of Salem 's leading druggist and business men, was ap pointed a member of tho state board of pharmacy this morning by Governor West. Tho appointment is for a term of five years. Mr. Ward is a finished druggist and is a fit man for the im portant position to which he was ap pointed. At present lie is connected with the J. C. Perry Drug Co., and is also an official of the Elks club, Mr. Ward has been in tho drug business in flalom for many years nnd has formed a wide acquaintance not only here but in olher Oregon cities. Ho will assume the duties of his new nf fioo Immodiutoly, but his connection wilii the Perry drug firm and tho Elks d'lb will not be severed. ' Was Up Some High. . , (unitbd run uuain wins.) - - Paris, May 21. The world ' altit'Me Tecord for an aviator with a passenger was broken at Buo today by Aviator Perryon. He was aloft for two hours ami 25 minutes, ascending 1.1,278 feet. The Capital National bank has dis tributed to 664 children seed popcorn, to bo used in the competition in con nection with tho Sa'icm school fair in September. The children are to plant 1000 square feet or ground with the corn, and the one who raises the most will get first prize ot $25, the second 10, third $5 and the next 10 $2 each. There was not seed enough to supply the demand, and so many were disap pointed. The contest is a big booster for the school fa'rr. Attorney-General Crawford today gave an opinion to State Bank Exa-m iner Wright that, under the new law, banks which carry in their title the word "trust" must eliminate the same, unless they comply with tho law and transact a trust business. To com ply with the law would mean that $50, 000 must be deposited with the state, and other formalities complied with. The law goes into effect June 3, and the banks have 12 months thereafter to make the necessary changes. Although the postoffire department haB used cxtrnordniary efforts to locate owners of the loot stolen from the mails by Messenger Martin, whilo car rying sacks and packages from tho de pot to tho postoffice, about 25 per cout remains' uncnllcd for in tho local of fice. Much testimony is boiifg taken. Miss Iva Stanley, of Dallas, arrived here this morning, and will be the guest of Mr. and Mrs. Arthur Goride. State Superintendent Alderman re turned , today from Wallowa county, where he spent a week visiting the schools and making commencement ad dresses. He spoke at the City of Wal lowa, Enterprise, Joseph and Lostine. Wallowa county has as many high schools as the entire state of Oregon had 12 years ago, the superintendent stated today, and school and general conditions are flourishing. Crops are good and the region has justly been named the Switzerland of America, ac cording to Mr. Aldorman. IS NAMED BY BOARD Bowlby, of Portland, Chosen by Com mission Out ot Nearly Three score of Applicants. , The new state highway commission, created by the last legislature, consist ing of Governor West. 8tate Treasurer Kay and Secretary of State Olcott to day announced the appointment of H. L. Bowlby, of Portland, as state high way engineer. The appointment is worth $3000 a year, the same amount Bowlby Is drawing as executive officer of the Pacific highway association, of Portland. Bowlby was formerly state highway engineer .of Washington and has had much experience in road-building. The board believes that be is a good man for the place. He was not among the 50 applicants who wrote to the board urging their selection.'' Bowlby will take office June 3f when the law creating the commission goes into effect. " (Continued from page one.) It is highly improbablo that the VViueberger lnd could havo gotten so helplessly intoxicated while riding in tho same seat of an auto with the sheriff and the other man, believe the authorities, unless tin liquor was given to him by either the sheriff or the doctor in tho pnrty. Superintendent Hale stated today that the sherif had no authority to turn the boy over to the sheriff of this county and that he did so for the reason he was ashamed to bring the chargo to the school in an intoxicated condition. It is not known as yet just who the physician accompanying 8horiff Kelsoy is, but he is a Portland man.. It is also not known whero the two men went to after turning the boy over to Sheriff Ksch, but it is thought they returned to Portland. In the event the sheriff of Wheeler county is responsible for the boy's con dition when ho was brought to Salem, it is probable that ho will be prosecut ed, and thfl other member of the party will also be made reaponsiblo in tho event it is found that ho gave tho mi nor liquor. Five Carloads of "Choppers" Wel comed by Local Lodge Parade to Hall Led by Band. With 700 visiting members of he Woodmen of the World arriving at 10 o'clock this morning, the convention by that order for today was opened with a rush and enthusiasm very creditable to the lodge. The meeting is being held in the armory, and that spacious build ing was packed this forenoon when Judge Shelber of Polk codnty, called the convention to order. The delegates arrived by way of the Southern Pacific. Five carloads of choppers were brought down to the in tersection of Trade and High streets from the main line, where the local lodge and tho Salem Military band waited to welcome them. The mem bers of the order were then formed in a line nnd marched through the streets, and then went to the armory. The pa rade, consisting of W. O. W. members, two deep, was two blocks long. Mayor Steeves Welcomes. The welcoming address was' delivered by Mayor StceveB. Tho mayor deliv ered a fino talk and assured every member in attendance that Salem is proud of the honor of being their host, and wished them a pleasant time whilo in tho city. A. Donaldson, of Salem, was elected tomporary chairman 'of tho convention, nnd the order will get down to business in earnest this afternoon. There are six counties in this dis trict, Yamhill, Marion, Washington, Multnomah, Polk and Linn, and every one is well represented here today. There will be 76 candidates initiated this evening, and the Salem and Silver ton teams will perform the work. The big delegation, together with the local members of the W. O.
