Severe condemnation of the proposal made by E. V. Doty before the constitu tional convention In Columbus, Ohio, thnt nil lawa of Ohio should, by amendment to the state constitution, become automatically dead after be ing In effect 10 years unless re-enacted, was made here today by W. 8. U'Ren, head of tha "People's power" movement in Oregon. "In my opinion," said U'Ren, "all human experience and exercise of common sense condemn Mr. Doty's proposal to repeal all the laws of Ohio at one time and. also his pro posal to limit the life of a law to 10 years. Wholesale law repealing would be as great an evil as Is the American method of wholesale law making." "A farmer would think It very poor economy to tear up all his crops every 10 weeks to get rid of the weeds. That Is what Mr. Doty's pro posal would amount to. "A proposal to repeal any law should have the Bame careful consid eration that ought to be given to enacting new laws. One Is usually quite as Important as the other. In the arrest here today of Daniel Callahan, post ofllce Inspectors believe they have captured the head of an organized gang of diamond thieves who stole $100,000 worth of diamonds from Mrs. Maldwln Drummond's stateroom on the steamship Anierlka in February, 1911, and who stole $10,000 worth of Jewels In Chicago two months later, killing a man In making their escape. Callahan Is wanted for three other diamond robberies, the robbery of a postomce sub-station In St. Louis and many other thefts. He Is known to have been under arrest at one time In London. Flint arrived here last evening at 8 o'clock, and at 8:35 he was locked up on a charge of assault to murder. The opinion is rendered in response to an inquiry made by County Clerk Fields, of Multnomah county. TO CONSTRUCT BRANCH LINES OUT OF SALEM With the filing of resolutions today with Secretary of State Olcott by the Oregon-California Railroad company authorizing the construction of a branch line from this city to a point on the Woodlmrn-Springfleld branch between the stations of Maclcay and Pratum, and also the construction of a brunch lino to Cottage Grove, rail road men are predicting that It will only lie a short time now until dirt will be flying, and the laying of steel will be In progress. The building of both these lines was announced sometime ago officially, and, while no official announcement has been made, It known that the company contemplates building a line along the river from this city to Port land. Such a route would only exceed In length that of the Oregon Electric by five miles, as It would make con nection at Dayton. It Is piedlcted that within a short time the company will file resolutions authorizing the building of this line. The line will penetrate a region unrivaled for scen ery and vast resources. o NOTED CROOK IS CAPTURED AT OAKLAND Oakland, Cal., March 21.
