American method of wholesale law

economy to tear up all his crops
every 10 weeks to get rid of the
weeds. That Is what Mr. Doty's pro
posal would amount to.
"A proposal to repeal any law

eration that ought to be given to
enacting new laws. One Is usually
quite as Important as the other.
"Mr. Doty's proposal, as I under
stand It, Is to repeal all laws with
out any consideration and then re

killing a man In making their escape.
Callahan Is wanted for three other
diamond robberies, the robbery of a
postomce sub-station In St. Louis and
many other thefts. He Is known to
have been under arrest at one time
In London. Rewards aggregating
$10,000 are on his head.

Warren Flint, a cleaner and dyer,
who was shot down last night by J.
L. Walker, of Carson, Wash., Is be
lieved to be dying today. Sheriff

ment to be used against Walker In
the event of a murder trial.
Flint arrived here last evening at
8 o'clock, and at 8:35 he was locked
up on a charge of assault to murder.

The opinion is rendered in response
to an inquiry made by County Clerk
Fields, of Multnomah county. He says
that William Powell, of Portland, af
ter filing his declaration and petition
desires to withdraw, declaring that
the expenses of conducting (the cam-
palgn which would elect would be
greater than that allowed by the law
and that he wonts to withdraw from
the field and leave It to those whose
conscience Is elastic enough to make
the necessary expenditures.

OUT OF SALEM
With the filing of resolutions today
with Secretary of State Olcott by the
Oregon-California Railroad company
authorizing the construction of a
branch line from this city to a point
on the Woodlmrn-Springfleld branch
between the stations of Maclcay and
Pratum, and also the construction of
a brunch lino to Cottage Grove, rail
road men are predicting that It will
only lie a short time now until dirt
will be flying, and the laying of steel
will be In progress.
The building of both these lines was
announced sometime ago officially,
and, while no official announcement
has been made, It known that the
company contemplates building a line
along the river from this city to Port
land. Such a route would only exceed
In length that of the Oregon Electric
by five miles, as It would make con
nection at Dayton. It Is piedlcted
that within a short time the company
will file resolutions authorizing the
building of this line. The line will
penetrate a region unrivaled for scen
ery and vast resources.
