A PREDICTION.
Col. Burke, the Socialist mayor of Liberty, a little hayseed city In this
part of Oregon, says he expects his party to cast a million and a half
votes in 1912.
MEN FOR THE TAXPAYERS.
There Is nothing to prevent making nominations for Aldermen by peti
tion In addition to those nominated at the primary.
There are 15 days before the city election when names of candidates
can be filed by petition.
That would be Friday 'at 5 p. m., according to the ruling of the city re
corder on this matter.
After Friday at 5 p. m. names of candidates to get upon the official bal
lot cannot be presented.
If any citizens have a notion to put up anyone for Alderman, it must
be done by petition before Friday at 6 p. m.
There should be a close scrutiny of the candidates now named and the
Interests of the taxpayer should not be overlooked.
City taxes have gone to the limit, and there are plans afoot to create new
offices and heap up new burdens.
Why not try to elect men to unload some of the offices we now have
and get rid of some of the present grafts? ,
Amendments to make new salaried offices should be smashed at the
polls and so should all bonding schemes.
Let us get down to business once and apply business principles.
THE NON-PARTISAN PRIMARY.
At the coming city election the voters should take one plain common
senee step and establish the non-aprtlsan primary.
The combined Des Moines and Tacoma non-partisan primary will do
the trick and put us on a rational basis for a starter.
That Is the plan that has been adopted at San Francisco and Is a sane
and rational proposition almost too much to hope for at Salem.
Now you are compelled in city matters to register as a Republican or a
Democrat in order to vote at the city primary.
That Is a clear violation of the secrecy of the ballot in municipal af
fairs. Let Salera strike the first blow to get rid of a Primary law that com
pels holding primaries on Saturday afternoon.
Just when you Bhould have the business man and his employes at the
primary election, they are shut out.
Next, the present law forces nominations where there should be no
partisanship in city affairs.
Let Salem strike the first blow for freedom from the U'Ren crazy-quilt
election laws that, nqw paralyze the best efforts of citizens.
NEWSPAPER ADVERTISING.
It must be the best In the world when so many are trying to get it for
nothing.
The Medford Mail Tribune had a list of such enterprises the other day
a yard long.
The publicity bureaus are not trying to work the drop curtains, the
theater programs, or the streetcar signs.
The morning mail brings requests for free space from the following
agitators:
Robert W. Mason Lewlston, Me., for World Wide Federation.
Massachusetts Peace Society, 31 Beacon street, Boston.
Woodrow Wilson headquarters, 66Park place. New York.

construct a sewer to be known as
"Lateral Sewer District No. 5", and
that there shall be laid eight-inch
vitrified or concrete sewer pipe com
mencing at a point 50 feet from the
north line of block 71, North Salem;
thence southerly through the center
of said block extending through an
unnumbered block to Market street;
thence to a manhole in the Oaks Ad
dition sewer in the city of Salem,
Oregon. Also, commencing at a
point 50 feet from the north line of
block 72, North Salem; thence south
erly through center of said block and
extending through an unnumbered
block to Market street; thence to a
manhole in the sewer in Oaks Addi
