Hofer of the board of nor mal school regents responded for the board and congratulated the people j i of Monmouth on the final establish-1 ment of their city as the training i ! ground for public school teachers. It ! had always been considered an ideal ; place for such an enterprise. Thei was a moral Christian atmosphere in the community and a strong environ-1 ir.ent for culture.
