Prior to adjournment the dty attorney was Instructed to prepare and submit an ordinance at Monday night's meeting submitting the charter to a vote of the People. Councilman Durbln mnlntnlnerl that this gave the minor ity the nower to control the majori ty, and believed that the two-thirds should be changed to a majority vote. The remainder of the councii men, however, were not in sympathy with him, and his motion failed for the lack of a second. The charter provides for a mayor with a salary of $2400. and two com missioners with a salary of $1800 each. Another Important feature Is that relating to elections, the direct primary plan being abolished, and the certificate plan substituted.
