(Special.) Senator P. C. Knox of Pennsylva nia won a highly complimented man by being Invited to repeat at Carne gle hall, Now York, on April 22, tho speech that ho delivered nt Kal amazoo, Mich., on February 11. Tho title of this speech was "Tho Peo ple, the Hallroads and the National Authority," and was a comprehen sive and ablo resume of the assump tion of control over the railroads by the federal government. At tho time this speech was flrat delivered it attracted wide attention and the Civic Forum of New York was so Impressed -with It thnt its members requested Senator Knox to come to New York nnd repeat tho address, which be did. It Is seldom that an uddress by a public man Is thin honored. Usually a speech, even though It bo nn able discussion of a living topic, soon passes into history. In this case Mr. Knox em bodied In an heir's talk so much valuable material of such an en lightening character, that the prom inent and Intellectual men who com pose the Civic Forum considered It worthy of repetition. Senator Knox has been bcselgcd with Invitations to make addresses In all parts of the country but with a few exceptions he has been obliged to decline them. Mr. Knox bns an old-fash toned notion to the effect that a senator Is mule obligations to stay In Washington during tho so?slons of congress nnd attend to tho duties of hlB ofllce and ho does not consider himself free to absent himself frequently. The days that lie hu- missed at the capital when the H'initc was In session have been with their new big circus, but tho princa is Hie beat by long odds. Dur ing the engagement of the big clr CM8 In San ( Francisco, the Russian Consul and some of tho most influ ential Russians in the city were at llhe circus dally. No doubt they did not like the Idea of ono of tho royal blood of Russia turning somer saults and making funny fnces for a living, but they had to acknowl edge the prince a success.
