Thoro is a right and a wrong tlmo to build streets, and espe cially streets that havo not beon graveled, and tho right timo is now WMio the mud is drying up. As soon as tho work can be commenced in tho spring boforo tho mud is gone both grader and split log drag should bo put to work and kept at work until the streets aro in good condition. As tho streets aro smoothed teams will travel ovor them and drying mud will pnsk hard and solid. I havo no ticed that It is tho practice to wait until it Is dry In tho spring or until fall rains set in to begin street work.
