that It is possible to travel or to ship
goods by water from practically any
placo to any othor place In that
country. Even tho South American
republics are outsripplng us, both In
tho bIzo of tho appropriations for this
class of work and In the speed and
efficiency with which, it is being car

SUGGESTIONS OX STREETS
Editor Jeurnal: Realizing that
tho proper timo is passing away and
ifiyoji would not consider it presumn-
tion on tho part of a farmer to give
tho city of Salem some timely sug
gestions rogardlng tho repairing of
her streets, I humbly submit tho fol
lowing ideas. Thoro is a right and a
wrong tlmo to build streets, and espe
cially streets that havo not beon
graveled, and tho right timo is now
WMio the mud is drying up. As soon
as tho work can be commenced in tho
spring boforo tho mud is gone both
grader and split log drag should bo
put to work and kept at work until
the streets aro in good condition. As
tho streets aro smoothed teams will
travel ovor them and drying mud
will pnsk hard and solid. I havo no
ticed that It is tho practice to wait
until it Is dry In tho spring or until
fall rains set in to begin street work.
This H tho wrong time, for It Is both
timo and money thrown away and
tho streota aro In a worso condition
than they wero before. In 190G N.
