Wllmorton. who had worked for tho Lyons Lumber Co. at Berry, under N. H. Wheeler, after wards going to Oregon City, and back to Salem, and had made ar rangements to go to work on a plan er, for tho Albauy Lumber Co., when tho mill started up. Ite hired tho rig for a ride Into tho country, was Intoxicated when ho ranched Stay ton, and Mr. Zeysott says was In a bad ahapo when he was at his place before going Into tho barn to sleep. Now he thinks that tho man either committed suicide in Thomas Creek, which runs close to the barn, or wont out of th barn In tho night aud fell In and was drowned. Welch for an electric line through the city, 'that is to bo part of the Salem nnd Eugene, and Salem and Mohnma system. The ortllnnnco was read nnd referred to the ordinance committee nnd Mr. Waters has gone to Portland today to confer with Mr. Welch and his associates. A survey from Salem to Eugene via Albany Is to begin n't once and the work push ed. A Salem Bpeclal says: A petition was presented to tho city council asking for a franchise over several streets of tho city, from tho northern to southern, limits, wfth nn outlet upon tho Willamette river, for an en tirely new olectric railway system. Tho purposo of this is to construct n lino of railroad from this city southward as far as Albany, on 'tho Initial stretch, and contemplates an extension to Portlnnd on tho north nnd Eugene on tho south", with a, lateral or feeder branching from tho main lino nl Turner to Manama. Tho franchise Is nsked in tho name of A. Welch of Portland. Ho In bnck In tho 'cnterprlso by eastern capital, wIiobo Identity Is withhold from pub lication at present, but tho circum stances surrounding tho schemo smacks of Hill Intoresta very strong ly. Tho petition for tho franchise covers two sepnrato lines, both of which hnvo their starting point at tho Fair Ground store, on tho Port-Innd-Salem road, whoro it joins with tho original L. B. French right of way. Ono traverses certain promi nent streets through tho residenco portion of tho city, terminating at tho rlvor brink, calculated to glvo an outlet to tho Bystcm Into Polk coun ty. Tho other takes a river course through tho city in a nearly direct lino to tho southern limits, and will connect in tho vicinity of tho reform school with tho lino thnt hns already been survoyed and for -which right of wny hns been Becured from this city, to Mehnmn. Tho specific conditions mentioned In tho franchise nro that work must be begun within six months after tho granting of tho franchise, nnd tho entlro rond completed botwoen this city and Albany within two years. This Indicates that there la need of hurry In tho completion of tho pro ject. Mr. Welch, who Is nt tho. head of tho Wlllnmetto Vnlley company, recently sold out his Interests In tho Eugene & Eastorn to Story-and others, who aro promoting a system of lines out of Eugene. Ho Ir devot ing hla entlro efforts upon tho pres ent project, which contemplates a continuous system of electric rail way from Portland to tho southern boundary of tho Btate, with laterals reaching out to the most fertile sec tions of tho vnlloy, having no rail outlet to tho prlnlcpal markets. CHARTER BOARD WORKING Compromise Plan to Scperatc Legis lative and Judicial Functions The Salem charter commission' Is working on a compromise plan under which there will be one alderman from each ward, and tho wards will remain ns they are now constituted. The city council will have legislative powers only, and will be confined purely to passing ordlnnnces and resolutions, Tho administrative de partment will be headed by the may or, who will have increased appoin tive power, with an administrative board composed of tliree porBons, such as city engineer, city attorney nnd city auditor or recorder to be chosen by the council. These with tho mayor will havo control of nil public Improvements, which are to bo made under the taxation district plan. ThlB embodies somo of the best features of modern charters.
