Since application has been mndo to Salem's city council for a frnnchiso for another telephono company, tho following from tho Fresno, Calif., Dnlly Republican of September 0th, may be of considerable, interest: The city of Frosno, ns represented by the board of city trustees, docs not want a doublo telephono system. Last night tho frnnchiso cotnmittco report ed against granting the application of 1. Kerr lligglns for a home telephono company. This report was unanimous ly ndoptcd, and thus tho present board took the snmo position ns that reached by the former board, ns to a duol tele phono service. Tli 6 franchise commit teo of tho old board based its report upon n pcrsonnl investigation mndo in towns whero thcro nro two telephono systems. Tho frnnchiso committco of tho present board found a unanimous sentiment among business men ngainst two telephone systems. Tho report of tho frnnchlsc commit tco adopted last night is ns follews: To the Honorable, tho Mayor and Hoard of Trustees of tho City of Fresne: In regard to the application of P. Kerr Higgins for a frnnchiso to con struct, erect, mnlntaln and opcrnto a telephone systom in this ctiy, said np tho assistance of another connect with nny subscriber, nnd this greatly facil itates tho service. Whilo wo wcro nt Los Angeles wo interviewed a great number of persons, from tho smallest corner grocery to bank presidents and tho heads of the largo department stores. Xnturnly our interviews wero mostly with persons who subscribed to both tho new nnd tho old telephono systems. Somo few of theso wero in fnvor of two systems, and ovcnthoy said thnt if tho sorvico wero good, they favored only ono, but tho largo majority stated emphatically that tho dual tolophono servlco was n nuisance, nnd thoy proferrod tho singlo system, To Illustrate.: Ono subscriber out of a Inrgo number with whom wo conversed, a prominent business man, said: "Ui dor tho old system wo had n. privato oxchAngo nnd employed n girl to an swer calls. When tho now systom was Installed, wo wcro compolled to put in nnothor prlvnto oxchnngo nnd employ nnothor girl, nnd tho cxpenso was about doubled." From our investigation at Los An golos, wo nro satisfied that a largo ma jority of tho porsons who uso both telephones, opposed tho dual telephono system, but felt compolled to go to tho oxponso of having both. Most pllcntlon hnvlng been referred to this subscribers to both systems, whilo nd Commencing September 1st Tho Southern Paciflo will sell special tickets to Portland and return, account Lewis and Clark exposition; rate: Ono and one-third faro for round trip, $1.85. COLLINS, J. Q. ANDERSON, Franchise Committco. '.Tho report of tho former commit too, going more exhaustively into tho subject ns follews: To tho Board of Trustees of tho City of Fresno Gontlemon: Wo tho undersigned, your commit tco on franchises nnd public utilities, to whoiu was rofered tho potltion of I. M. Holllngsworth, for a telophono frnnchiso, mnko tho following repert: A former application for a telophono frnnchiso wns reforred to us. At thnt time wo mado a thorough investigation into tho desirability of having two telephono systems, notwithstanding this wo have again mado a careful In vestigation of tho matter, for if our former position was incorrect, wo were willing to bo convinced. In our Inst investigation wo inter viewed many people, In fact wo havo listened to every person who had any thing to say for or ngainst the proposi tion and have gotten Information from mining that excellent servlco wns given by. both companies, complain of tho nnnoyanco nnd emphatically de clared tho dual system to bo n nuis ance. It must bo remembered also that tho dunl systom In Los Angeles is just In its infancy and was viewed by us in its most fnvornble aspect, for it is highly probable that the incon vcnlcnco now complained of, from tho exporlonco of other cities, will becnuso bis neighbor did. Ono is driv en to the conclusion thnt tho telephono business, is an nbsoluto monopoly nnd cannot bo successfully, conveniently and cconomlnlly optrntcd, oxcept ns a monopoly, nnd should bo owned by tho municipality. For If two telephono systems in competition arc good for tha city, why thrco or four would bo etlll bottcr. As said In our former report, a second telophono system In n city is na useless as a clock witli two pendulums. Our objections to tho dunl system may bo briefly sumnrked ns folewa: 1. Tho oxponso that would bo sad dled on tho buslncs community, for all buslncs houses would bo rcqulrod to subscribe, to both systems. 2. Tho inconvenlenco of two tolo phono books nnd tlid confusion of telo phono 'numbers, whilo this latter could bo to somo extent obvintcd by both companies using tho snmo numbors, this could not bo mndo universal. Many business houses advertlso their tolo phono numbors, nnd where there was a difference In numbors, It would load to confusion. 3. Tl)p inconvonlonco of two tele phones' on tho desk in tho room, nnd tho extreme difllculty of distinguishing botweon tho bells of each. In fnct, this annoyance is so great that whero good service is rendered, most sub scribers would prefer to pny moro for ono telephono wlicro wns a single com pany thnn for two telephones from different companies. 4. Tho public sticets nnd sldewnlka nro already encumbered by electric light, telephone, strcot enr and tolcp graph poles and wires nnd a now frnn chiso would mean n duplication of poles and wires without it correspond ing benefit to tho public. Theso poles nnd wiros nlrcady present serious ob struction to tho firo department in caso of fire. 5. Thoro is a general Impression that if n now company wero glvon n fran chise tho old company would bo com polled to connect with tho lines of tho now company, .nnd thnt subscribers of tho now company would hnvo a right to communlcnto with any ono on tho old line, but that la certainly erroneous ns tho city could not compel tho old compnny to mnko connection and tha oxperlcnco heretofore has bocn that neither compnny will do so, ond tho re milt 1 thnt eneb subscriber is limited to tho subscribers of his own company, nnd if ho wants to comimwlcnto with tho subscribers of both, ho must sub scribe to both telephono systems. An company will linvo no long distance lines, nnd subscribers to tho now corn- within tho next tow years incrcaso rather than diminish ns tho systems otncr mportnnt Item is that tho now expand. Had Wo favored tho dual sys-piiny ,nlgt linvo )Mi telephones or go tern, an inspection of tho practical working of tho two systems at Los Angeles would havo changed our minds nnd convlncod us thnt two telephono systems in tho snmo city nro not to tho best interest nnd convenience of tho public. - In San Joso thcro is only ono system to tho offlco of tho old company to tolo phono nt a distance. 0. A now system would not materi ally, if nt nil, reduco tho price of tolo phono rentals. Tho cheapest rato pro posed by tho appllcut is $2 for pri vato residences, whilo tho present rato is only $1. Both Los Angelas and Sacramento havo the double system in operation. At Los Angeles the new system has just been installed, and it is tho big gest doublo system in tho state. Hero we spent sevornl days and made a thor ough investigation. Wo visited the central offices of both companies, and wo find that though both companies havo been hampered to somo extent by tho linemen's striko, they aro now giv ing excellent service. Both companies nso tbo multiple switchboard. By this arrangement each operator has beforo her every telephono number In tho system. She, of tbo doublo system, wo seo no reason to change tho opinion thnt wo ex pressed when the matter was first be fore us. In faet wo are moro firmly convinced than ever that the dual sys tem is not only impracticable and in convenient, but useloss, nn imposes unreasonable burdens on tho business community, and tho public at large. A oompetlng tolephone system for loeal uso Is a loglaal absurdity. Thcro oan bo no competition except in tbo effleleney of tho scrviee rendered. The community at large favors ono or more competing light, power, Ico or coal companies, bauso they compete with eaeh other. It is immaterial to "A" from "B" procures his light, coal, or iee, but it is material and important to "A" if "B" has a telephone, that ho can communicate with Mm, which he could not do unless both wero sub scribers to tho samp or both companies. No one would favor competing gas. lelectrio, ice, water or eoal companies, i.wr. la onlv reauired to answer if .vorv nerson tnat uses euner oi calls from a limited number of wb- theso commodities were compelled to acrlberi, but she can without calling In take tho same servieo from two or more slnco tho publication of the directory and permanently rosldo here, but it cannot bo thnt thoro Is such a largo numbor. So it would nppenr that moro thnn one-third of the signatures nro thoso of poople who nro either trnnsl onts, rwddents of the country, or now arrivals. The loeal tolophono compnny now has 2700 telopho'no subscribers, nnd out of the 084 signers to tho peti tion thero nro only 161 who now sub eerlbo for telephones; In other words, only 151 out of the 2700 subscribers to tho present telephono system hno re quested the granting of the new frun ehiso, Thero is one noticeable feature of tho petition that is very marked, and that is how surprisingly few business men and buslnow houses, upon whom would full tho oxtra expense of pn mg for two telephones, hnv signed the pe tition. Wo think it proper to state for tho in formation of tbo board end tho publlo at largo that while in San Francisco wo had an interview with President Sabln end Vico-President Glass, of the Suniot Telephono and Tejograph Company, in which they personally assured us that a new building would bo constructed at Fresno, tho system practically re built and a multiple switchboard put in at Fresno just as soon aa it could bo done, and that wo would havo as good T.fjT'''""iii'2i!i -i;. -- .Jl V" 'T1 iffiiTiBS . k. a. .
