at an adjourned regular meeting there

to lay and construct a six-inch alley
sewer through the Charles Cartwright'a

said thnt if tho sorvico wero good,
they favored only ono, but tho largo
majority stated emphatically that tho

telephono systems, notwithstanding
this wo have again mado a careful In
vestigation of tho matter, for if our
former position was incorrect, wo were
willing to bo convinced.
In our Inst investigation wo inter
viewed many people, In fact wo havo
listened to every person who had any
thing to say for or ngainst the proposi
tion and have gotten Information from
mining that excellent servlco wns
given by. both companies, complain of
tho nnnoyanco nnd emphatically de
clared tho dual system to bo n nuis
ance. It must bo remembered also
that tho dunl systom In Los Angeles
is just In its infancy and was viewed
by us in its most fnvornble aspect, for
it is highly probable that the incon
vcnlcnco now complained of, from
tho exporlonco of other cities, will
becnuso bis neighbor did. Ono is driv
en to the conclusion thnt tho telephono
business, is an nbsoluto monopoly nnd
cannot bo successfully, conveniently
and cconomlnlly optrntcd, oxcept ns a
monopoly, nnd should bo owned by tho
municipality. For If two telephono
systems in competition arc good for tha
city, why thrco or four would bo etlll
bottcr. As said In our former report, a
second telophono system In n city is na
useless as a clock witli two pendulums.
Our objections to tho dunl system
may bo briefly sumnrked ns folewa:
1. Tho oxponso that would bo sad
dled on tho buslncs community, for
all buslncs houses would bo rcqulrod
to subscribe, to both systems.
2. Tho inconvenlenco of two tolo
phono books nnd tlid confusion of telo
phono 'numbers, whilo this latter could
bo to somo extent obvintcd by both
companies using tho snmo numbors,
this could not bo mndo universal. Many
business houses advertlso their tolo
phono numbors, nnd where there was
a difference In numbors, It would load
to confusion.
3. Tl)p inconvonlonco of two tele
phones' on tho desk in tho room, nnd
tho extreme difllculty of distinguishing
botweon tho bells of each. In fnct,
this annoyance is so great that whero
good service is rendered, most sub
scribers would prefer to pny moro for
ono telephono wlicro wns a single com
pany thnn for two telephones from
different companies.
4. Tho public sticets nnd sldewnlka
nro already encumbered by electric
light, telephone, strcot enr and tolcp
graph poles and wires nnd a now frnn
chiso would mean n duplication of
poles and wires without it correspond
ing benefit to tho public. Theso poles
nnd wiros nlrcady present serious ob
struction to tho firo department in
caso of fire.
5. Thoro is a general Impression that
if n now company wero glvon n fran
chise tho old company would bo com
polled to connect with tho lines of tho
now company, .nnd thnt subscribers of
tho now company would hnvo a right
to communlcnto with any ono on tho
old line, but that la certainly erroneous
ns tho city could not compel tho old
compnny to mnko connection and tha
oxperlcnco heretofore has bocn that
neither compnny will do so, ond tho re

to tho subscribers of his own company,
nnd if ho wants to comimwlcnto with
tho subscribers of both, ho must sub

Both Los Angelas and Sacramento
havo the double system in operation.
At Los Angeles the new system has
just been installed, and it is tho big
gest doublo system in tho state. Hero
we spent sevornl days and made a thor
ough investigation. Wo visited the
central offices of both companies, and
wo find that though both companies
havo been hampered to somo extent by
tho linemen's striko, they aro now giv
ing excellent service.
Both companies nso tbo multiple
switchboard. By this arrangement
each operator has beforo her every
telephono number In tho system. She,
of tbo doublo system, wo seo no reason
to change tho opinion thnt wo ex
pressed when the matter was first be
fore us. In faet wo are moro firmly
convinced than ever that the dual sys
tem is not only impracticable and in
convenient, but useloss, nn imposes
unreasonable burdens on tho business
community, and tho public at large.
A oompetlng tolephone system for

oan bo no competition except in tbo
effleleney of tho scrviee rendered. The
community at large favors ono or more
competing light, power, Ico or coal
companies, bauso they compete with
eaeh other. It is immaterial to "A"
from "B" procures his light, coal, or
iee, but it is material and important
to "A" if "B" has a telephone, that
ho can communicate with Mm, which
he could not do unless both wero sub
scribers to tho samp or both companies.

which they personally assured us that
a new building would bo constructed
at Fresno, tho system practically re
built and a multiple switchboard put
in at Fresno just as soon aa it could bo
done, and that wo would havo as good
