If the act in qneetioa becomes a law it etabliae4 a precedent for the hold ing of convention bv everv other county oncer of the several counties in the ctate, at public expense, aad. judg ing the future by the past, each suc ceeding legislature will be called upon to pase similar acts providing for con ventions of sheriffs, clerks, treasurers, assessors aad others. Because of the fact that the good to be attaiaed by the holding of the con ventions provided for by the act ia question is problematical, and because tho precedent, if once established, may result ia imposing additional burdens upon the taxpayers of the several coun ties of the state, I feel it my duty to return said bill with mv veto. I. return herewith boose bill No. 147 with my veto. It purports to be for the better enforcement of the laws gov erning the salmon industry of the stnte ami of the Columbia river. To accomplish this result it authorises the appointment by a majority of the board of fish commissioners of a deputy lish warden ia district No. 2, with a salary of $1000 per annum, and actual travel ing expenses incurred in the perform ance of duty, and also for the appoint ment of a elerk bv a uminritv nf .m board for tbo odlre of the master fish warden, with a wlary of $00 per an num. Kara of these oceri, though appointed by a majority of the board, is subject to summary removal by the master nh wardea. The board of (Sub. commiasioners has already jtower aad authority, under sec tion J07S of Uellinger and Cotton's code to appoint special deputies, to be known as "water bailiffs," in the vi cinity of any of the streams of the state, and to pay ouch special deputies at the rate of $3.00 per day while ia the actual performance of duty, in ad dition to actual traveling expense. If tweh special deputies are appointed in district No. 1 thoy are paid out of the batehery fnad of the latter district, and it has beea the policy of tho board, upon recommendation of the master Deli wardea to appoint such special deputies whenever and wherever nec aeary. I do not feel warranted in giving my approval to the act in question, and therefore return the same with my veto. Deputy Constable Bill. I return herewith senate bill No. 233 with my veto. The purpose of the act is to create the offico of deputy con stable in and for Portland district, Multnomah county, Oregon; to provide his appointment; to prescribe his duties and fix his salary. Deputies sheriff have now the power to perform each and every duty that the act in question makes it possible for a deputy constable to perform, and it has been the practice in Multnomah county for years past to Lave deputies sheriff assist the constables in the per formance of their duties when necesr sarv. NEW TODAY county, Oregon, has power to authorize the appointment and provide for the pay of an additional deputy sheriff, if one is needed, to assist in the per formance of the duties devolving upon either the sheriff or the constable, and I have no doubt that if a deputy sher iff is needed to assist the constable in the performance of his duties the county court will authorize the ap pointment of one. Heretofore the con stable has been able to perform the duties of his office without the crea tion of the office of deputy constable with a fixed salary, and it seoms to me that it is an unjust burden upon the taxpayers of Multnomah county to cre ate this new otfice with a salary of $900 per annum. If it is necessary to re lieve the constable in tho discharge of his duties I have no doubt but that re lief will be granted through tho coun ty court of Multnomah county.
