Hood Electric Company, has announced that It will construct an electric car line from this city to Eugene. The road will be completed to Salem, It lu ex pected within Ave months, as tho right of way and track privileges have been secured. They are building a plant about 30 miles southeast of Portland, near Bull Run Postomce, and the power will 'be secured from the Sandy river. The river has a heavy fall, averag ing CO feet to the mile, and carries a largo volume of water the year around. Tho force of workmen now employed aro building a canal and a flume a dis tance of seven miles. W. settled the much-mooted ques tion of changing the assessment rate by voting down the so-called "new plan," advocatel by the supreme lodge, and adopted by many of the states of the Union. The contest was virtu ally a test of strength between the old and tho young members, as the gray beards, for the greater part, resisted the change. Friday morning Eesslom began at 9 o'clock, and after rollcall a resolution was passed directing the grand master to roquest all of tho lodges in the Jur isdiction outside of Porfand to con tribute 25 cents per annum for each 100 members to tho, relief fund, which In the past has been maintained exclu sively by the lodges in the. city. At 10 o'clock tho rate question was taken up and discussed until noon. After reassembling, at 1:30 o'clock, a communication was read from Ore gon council No. 1582, Royal Arcanum, convoying fraternal greetings to the giand lodge. The communication was received amid applause, and the grand recorder was instructed to reply in like vein. The asei6ment plan was again con slderod at length, Chairman Colvlg, of tho committee on Jurisprudence, mnk. lng the closing argument. A vote wa3 then1 taken, with the result that the proposed change was beaten bv n small majority. The report of the grand master wn thou read and adopted.
