BOARD WAS NOT PLEASED Action of the Council Last Night Did Not Suit Park Improvers City council met In an adjourned session last night to consider the Improvement plans of the public parks, Mrs. D. J. Fry and William Manning, members of tho park board, were present, and for a time there was an animated discussion over the advisability of adopting; tho plans presented by the board. Mr. Manning spoke first, showing tho proposed improvements, both in Marlon square and Wllsom avenue. He said the ladles had raised several hundred dollars to beautify Marlon square, and expected to raise more. All that the city was asked to do was to build a cement curb along the Commercial-street sldo of tho square, and asslfit in putting In a decomposed granite walk, according to the sped flcatlons before the council. Tho plans call for zig-zag walk, curving In from each corner to the center, where tho fountain will bo erected. Tho ladles havo built tho band stand, and purchased new cast-Iron lovers' seats for the use of persons who do s.lre to avail themselves of tho priv ilege of strolling through the park. About $500 Is in tho hands of the la dles for the erection of the fountain, and they expect to add an equal amount to that. The park board did not ask the city to expend another cent of money, but they desired tho council to adopt the plans officially, and thus ratify tho action of the board. Mr. Manning also explained tho Im provements under consideration for Wilson avenue. Tho board had made arrangements to lay drain tile under the surface and to construct a walk from Cottage street, opposite the post office, to the walk In front of the state house. Alderman- Bayno moved that the Marloni square plans bo adopted, but Alderman Gesner moved to refer tho matter to the park committee, and tho latter motion carried. Several mem bers of the council expressed them selves as favoring the plans, but they said it would require some time to ex amine the proposed walks and im provements, and they desired to fa miliarize themselves with the work before voting for it. Mr. Manning felt that tho council lacked In confidence Ini tho park board and was about to hand in his resig nation, when tho situation was 'ex plained to him, and, on motion of Al derman Downing, thoplans 'forWll son avenue were adopted., Tho question of fTakV 'tho park board Intended doing about the pro posed Woodmen carnival was up for discussion, tho council evidently be lieving that the board would attempt to block tho lodge from using tho av enue for carnival purposes. Mr. Man ning stated that he thought that tho council had gnored1 tho park board unlawfully, but, as long as they wore In tho hole, ho, for one, would asslBt them to get out, and would not op. poso the grant. Mrs. Fry was not as specific In hor declarations concern ing tho course that pursue, but from the tonor of hor remarks It might be Inferred that she, too, was willing to allow the matter to drop without any trouble.
